Job Description

The Senior Program Analyst supports the development, review, and implementation of legislation, policies, and programs related to public land management in the Northwest Territories (NWT). Based in Fort Smith and reporting to a Manager, the role provides technical and strategic advice to ensure land programs align with legal and policy frameworks. The position acts as a subject-matter expert on complex land issues, advising government departments and regional offices on land acquisition, use, and disposal. It also contributes to policy development, ensures consistency in program implementation, and communicates key policy updates to stakeholders. Working within the Department of Environment and Climate Change (ECC), the role supports sustainable and transparent land management. The Land Management and Administration Division oversees land tenure, valuation, regulatory coordination, and stakeholder engagement. The job operates in a complex environment shaped by diverse land ownership types (public, Indigenous, federal, private), regulatory systems, Indigenous rights, and land claim agreements. The Analyst must understand this context and apply multiple laws, agreements, and policies.
Key Responsibilities:
Leads the development, review, evaluation and implementation of land policies, programs and initiatives. Provides expert advice on the interpretation of legislation, regulations and policies. Develops and implements operational manuals, policies, guidelines, directives and standard operating procedures for the Division and Department. Oversees provision of support to the Department of Executive and Indigenous Affairs with respect to land issues and exchanges related to Land, Resources, and Self- Government Agreements and Negotiations.
Key Qualifications:
An undergraduate degree in Resource Management, Environmental Sciences, Geography, Public Policy or a related field and three (3) years of relevant experience, including land and resource management and project management or strategic planning experience.
