RTCC Program Supervisor Posting Number req26374 Department University Police Department Department Website Link University Police Department Location Tucson Campus Address Tucson, AZ USA Position Highlights The Real Time Coordination Center (RTCC) Program Supervisor provides strategic leadership, planning, coordination, and implementation support for complex operational initiatives within the Office of Public Safety. This position is responsible for identifying, developing, evaluating, and advancing programs, technologies, partnerships, and process improvements that support departmental priorities and university objectives. The RTCC Program Supervisor collaborates with university leadership, operational stakeholders, and external partners to evaluate organizational needs, implement innovative solutions, and support data-informed decision making. This position may support initiatives associated with the Real Time Coordination Center (RTCC), technology modernization efforts, operational coordination programs, and other strategic initiatives that enhance university operations and public safety services. Duties & Responsibilities Strategic Program Development and Implementation Lead the development, implementation, and continuous improvement of strategic operational initiatives supporting Office of Public Safety priorities and university objectives. Identify opportunities to improve organizational effectiveness through process improvement, technology integration, operational modernization, and innovative program development. Develop long-range plans, project strategies, implementation frameworks, and operational recommendations supporting departmental goals. Coordinate planning activities involving multiple departments, stakeholders, and subject matter experts. Support evaluation and implementation of emerging technologies, operational capabilities, and service delivery models. Research and recommend best practices that improve organizational performance and operational effectiveness. Program Evaluation, Assessment, and Performance Management Develop performance measures, assessment methodologies, and evaluation frameworks for operational programs and initiatives. Analyze organizational performance indicators, operational trends, and program outcomes to identify opportunities for improvement. Conduct operational assessments and program reviews to support strategic planning and decision-making efforts. Prepare executive-level reports, presentations, summaries, and recommendations for leadership. Monitor program effectiveness and recommend adjustments to improve efficiency, service delivery, and organizational outcomes. Support data-informed decision making through the collection, evaluation, and interpretation of operational information. Stakeholder Engagement and Partnership Development Build and maintain collaborative relationships with university leadership, operational stakeholders, academic partners, and external organizations. Facilitate coordination among multiple departments engaged in shared operational initiatives. Serve as a liaison between leadership, operational units, and external partners regarding strategic initiatives and program development efforts. Lead meetings, working groups, planning sessions, and stakeholder engagement activities. Identify opportunities to expand partnerships and collaborative efforts that support organizational objectives. Support communication strategies that promote awareness, understanding, and adoption of operational initiatives. Research, Analysis, and Project Management Conduct research regarding emerging technologies, industry trends, operational practices, and innovative service delivery models. Manage special projects, pilot programs, evaluations, and strategic initiatives from concept through implementation. Coordinate project timelines, deliverables, stakeholder communication, and implementation activities. Develop project documentation, recommendations, business cases, and operational analyses. Support grant-related initiatives, funding opportunities, partnership development efforts, and strategic planning activities as assigned. Assist with initiatives associated with the Real Time Coordination Center, operational technology programs, and university-wide coordination efforts. Knowledge, Skills & Abilities Knowledge of program development, strategic planning, organizational assessment, and project management principles. Ability to analyze complex issues and develop practical, actionable recommendations. Ability to coordinate multiple projects and priorities simultaneously. Strong research, analytical, and problem-solving skills. Ability to develop performance measures and evaluate organizational effectiveness. Ability to prepare executive-level reports, presentations, and strategic recommendations. Strong written and verbal communication skills. Ability to work independently while managing complex initiatives with minimal supervision. Demonstrated professionalism, adaptability, discretion, and sound judgment. Minimum Qualifications Bachelor's degree or equivalent advanced learning attained through professional level experience required. Minimum of 5 years of relevant work experience, or equivalent combination of education and work experience. Successfully pass an in-depth background investigation to include passing a polygraph examination. Occasional work evenings, weekends, or extended hours may be necessary to support project deadlines, operational initiatives, emergency activations, or special events. Preferred Qualifications Experience leading complex cross-functional projects or strategic initiatives. Experience working with university administration, public sector organizations, or large complex institutions. Experience evaluating programs, developing performance measures, and supporting executive decision-making. Experience with operational technologies, information systems, data visualization, GIS, dashboards, research methodologies, or organizational assessment programs. Experience building partnerships and coordinating stakeholders across multiple organizational units.
