59 PM.BASIC JOB INFORMATION
Under general direction of the Superintendent, plan, organize, and direct financial services and related functions to include budgeting, accounting, payroll, purchasing/stores, position control, procurement and contracting, risk management, inventory control, etc.; direct and coordinate the functions of child nutrition services, maintenance, operations, energy management, construction and facilities; supervise and evaluate the performance of assigned personnel. The salary range for this position is $198,660 - $219,024 per year. Candidates with a doctoral degree are eligible for an additional 2% annual stipend. The District provides a generous benefits package which include medical, dental, and vision plan options. This position will also be enrolled into the CalPERS retirement system with the District contributing to the employee's fund. The examination process will consist of supplemental questions within the application, a Technical Examination Interview, and a Qualifications Appraisal Interview, followed by a selection interview. The classification specification does not describe all duties performed by all incumbents within the class. This summary provides examples of typical tasks performed in this classification. Serves as a member of the District's cabinet, participating in activities that result in the development of District policies, programs, and procedures related to Business, Fiscal, Facilities, and Operational Services. E Plans, organizes, controls and directs financial operations of the District following established standards, requirements, laws, codes, regulations, policies and procedures. E Directs and coordinates preparation of the District budget for approval by the Board of Education, and its implementation throughout the District. E Oversees the annual District budget consistent with District Local Control Accountability Plan goals and objectives, applicable laws, codes, ordinances, and professional accounting standards. E Directs and coordinates functions of payroll, accounting, benefits, position control, risk management, procurement and contracting, and inventory control. E Directs and coordinates functions of child nutrition services, energy management, purchasing/stores, maintenance, operations, and construction and facilities. E Performs complex financial analysis of budget and capital asset management, and provides financial advice to the Superintendent and Board of Education. E Prepares and facilitates the presentation of information to internal and external audiences on financial and other operations within the District. E Analyzes, develops, and reviews reports of findings, alternatives, and recommendations involving a broad range of revenue financing business operations, risk management, financial planning, and District operations. E Formulates and recommends to the Superintendent for approval or submission to the Board of Education, policies governing the operation and control of Business Services Division. E Develops standards, procedures, and operating instructions governing the business, financial and operational services of the District. E Oversees the District's employee benefit programs, including group health insurance, disability insurance, and other related or emerging employee benefit plans. E Prepares, or supervises the preparation of all federal, state, and locally required financial reports. E Pursue public and private funding sources to support the financial needs and educational goals of the District. E Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignment, termination and disciplinary actions; coordinates subordinate work assignments and reviews work to assure compliance with established standards, requirements and procedures; assures employee understanding of established requirements. E Maintain current knowledge of laws, codes, regulations and pending legislation related to District financial and other business activities; direct the modification of programs, functions and procedures to assure compliance with local, State and federal requirements as appropriate. E Participates as needed and prepares relevant budget and financial reports for negotiations with all recognized employee associations. E Provides oversite and is accountable for construction and/or modernization projects. E Communicate with administrators, personnel, outside organizations and the public to exchange information, coordinate activities and programs and resolve issues or concerns. E Operate a variety of office equipment including a computer and assigned software; drive a vehicle to conduct work. E Perform related duties as assigned.Note:

KNOWLEDGE OF:
Methods and techniques for planning, organizing and directing District-wide business operations and activities. Principles, techniques, procedures and terminology involved in business administration including governmental budgeting and financial control. Principles and practices of accounting under generally accepted accounting principles and the California School District Accounting Manual. Principles of budget preparation, control, analysis, and implementation. Risk management and Health and Welfare benefit requirements. Provisions of the State Education Code related to school accounting procedures. Applicable state and federal laws, codes, regulations, standards and requirements concerning school business operations. District objectives, organization, operations, policies and procedures related to finance and other business services. Principles, techniques, guidelines and strategies of labor relations and collective bargaining. Facility accounting and State requirements for construction and modernization. Principles and practices of effective management and supervision, including planning, organizing, assigning, performance appraisal, discipline, and employee selection and development. Methods of effective oral and written communications. Methods to develop and maintain effective interpersonal relations using tact, patience and courtesy. Operation of a computer and assigned software. Techniques of effective public speaking.ABILITY TO
Plan, organize, control and direct work of financial and business services operations of the District. Collect, organize and analyze financial data and other information pertinent to business services, and prepare clear, accurate, comprehensive and timely written and oral reports. Interpret, develop and write appropriate contract language for a variety of contracts pertaining to financial and business services operations. Analyze situations with abstract and concrete variables accurately, and adopt an effective course of action. Supervise and evaluate the performance of assigned personnel. Direct the development and implementation of plans, programs, projects, services, systems, strategies, goals and objectives for business services operations. Direct the maintenance of a variety of reports, records and files related to assigned activities. Interpret, apply and explain laws, codes, rules, regulations, policies and procedures. Establish and maintain cooperative and effective working relationships with others. Communicate effectively both orally and in writing. Operate various office equipment and computer with software specific to areas of authority. Meet schedules and time lines. Work independently with little direction.EDUCATION AND EXPERIENCE
A bachelor's degree in Business, Public or School Administration, Accounting or related field. A Master degree in a related field is preferred and at least five (5) years increasingly responsible business services administrative experience in a school district, county office of education, or public agency including a minimum of three (3) years in a management capacity.
