Job Description
This recruitment will remain open until a sufficient number of applications are received. The City reserves the right to limit the applications considered to the first 30 qualified applicants. The City of Norwalk's Public Safety Department is looking for a Management Analyst who is analytical, motivated, and communicative. The ideal candidate should have experience in financial, policy, project, and data analysis, be proficient with various data analysis software and Microsoft Office, and possess excellent communication and interpersonal skills. The Management Analyst, under direction, performs a variety of moderately difficult professional administrative and analytical work in support of departmental managerial functions in the assigned department; performs related duties as required. The Management Analyst is the entry-level professional class in the administrative series. This multi-position class may be used across various City departments. Essential duties include, but are not limited to the following: Conducts assigned administrative, fiscal, or operational project activity, preparing and maintaining records, performing research and analysis as required; prepares and may present reports of findings and recommendations on appropriate action. Administers an assigned program, or as designated representative of the department, leads or participates in committee activity, contributing views and interests of the department in the execution of responsibilities. Initiates correspondence, prepares public notices, newsletters, or drafts council reports or public documents requiring sensitivity to issues and knowledge of related laws, ordinances, policies, and procedures. Participates in budget preparation, analysis, and administration; researches and prepares cost analysis; prepares grant requests. Conducts or completes surveys; as directed, responds to inquiries regarding department operations and provides explanation of department activities, policies, and procedures. Coordinates department activities with other City departments; provides liaison to the public in the execution of responsibilities.
Knowledge of:
the principles of research, statistical analysis, and report preparation; organization and functions of the assigned municipal department and municipal government overall; principles of accounting and auditing; methods and procedures of budget preparation; computer applications in administrative functions; general office procedures.Ability to:
perform specialized administrative tasks; conduct research, perform analysis, and prepare and present reports of findings; work independently; interpret and apply related laws, ordinances, and policies; establish and maintain cooperative working relationships; communicate effectively both orally and in writing. Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills, and abilities necessary.Example combinations include:
Completion of a four-year college curriculum in public or business administration, accounting, or a related field, and some responsible experience conducting research and analysis. Required Licenses and Certificates Depending on the assignment, possession of, or the ability to obtain, an appropriate California driver's license and a satisfactory driving record may be required. Desirable Qualifications Ability to administer Department outreach and crime prevention/safety programs, including coordination and execution. Ability to coordinate and implement training programs for all City staff. Ability to implement Department plans and activities as directed. Ability to serve as liaison support staff to the Public Safety Commission and City Council, preparing reports, research material, and other related correspondence, and making presentations to the Commission. Ability to prepare public information material for release via established community publications and social media. Ability to respond to resident/community concerns, conduct site visits and meetings, and complete evaluations/recommend solutions to the Director. Ability to provide support in preparing and implementing short-term and long-term Department strategic planning and community-building efforts. Ability to assist with the development of crime prevention programming and strategies in response to trends and current impacts on the Community. Ability to serve as project manager responsible for research, evaluation, and development of special projects and technological improvements for citywide or Department implementation.
