Job Description

Seeking a Senior Business Analyst (Information Technology Analyst IV) with Project Management skills to support the Information Technology Division, Application Development and Support Unit. This role will work across multiple projects, including support, management, and requirements gathering for legacy applications, migrations, and new development initiatives. Qualified applicants will possess experience in the specific functional area of Business Analysis. The successful candidate will have experience in project management, driving strategic initiatives, optimizing business processes, and ensuring clear, well-defined requirements.
Key responsibilities include:
  • Manage and support OVS and SCO project management applications.
  • Ensure alignment among business objectives, technology solutions, and enterprise standards.
  • Lead communication, stakeholder engagement, and coordination across business units, ITD leadership, staff, vendors, and consultants.
  • Report, monitor, analyze, and coordinate project deliverables, risks, issues, timelines, and dependencies.
  • Provide regular project health updates and status reports to ITD senior management.
  • Coordinate cross-functional project teams, consultants, and other stakeholders to ensure successful project execution.
  • Lead end-to-end business analysis activities, including requirements gathering, process modeling, gap analysis, solution validation, and documentation.
  • Develop detailed documentation, including business requirements, user stories, use cases, process flows, test plans, training materials, and other project artifacts.
  • Oversee testing activities, including UAT planning, test case development, defect tracking, coordination with technical teams, and resolution support.
  • Support change management, user training, and implementation activities to ensure smooth adoption of new or enhanced systems. Additional skills considered to be a plus are:
  • Knowledge of Criminal, CISS and Victim Services business
  • Experience with Agile Frameworks.
  • Azure Devops
  • Strong understanding of SDLC.
  • MS SQL Server
  • Data Analysis and reporting.
  • Communication and Presentation skills.
In addition to the required qualifications, the selected candidate will have excellent interpersonal and communication skills, both oral and written. The selected candidate will have the ability to manage the workload for projects and support daily on-going activities, resolve problems during and after working hours and a willingness to coordinate with other teams and work effectively with all levels of technical and non-technical staff and management. This position requires a person with excellent technical skills along with the ability to foster a team environment.
