Job Description
The purpose of this classification is to perform administrative/specialized work functions related to safety training, administrative support and claims investigation to ensure a safe working environment for the City of Albany employees and the citizens of Albany, Georgia.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. Conducts review of job-related accidents and injuries; and accidents involving third parties; review investigations of incidents involving theft , damage, or vandalism to City of Albany property for the purpose of uncovering the cause to determine how to prevent recurrence as well as create and recommend safety assessments to help minimize loss to the City. Performs on-site safety inspections of work sites, workspaces, office areas for the purpose of identifying safety hazards to positively reinforce safety practices and behaviors to help minimize loss to the City. Performs investigations of City vehicle and property accidents, ensure post-accident procedures are followed, and follows up with appropriate departments for proper accident or incident reporting procedures; reviews accident reports and provides the findings to the Safety Officer Investigative Manager and department/division heads. Compiles necessary data and information related to claims involved in litigation and submits it to the Safety Officer Investigative Manager and City Attorney. Researches and collects data necessary to address the City's safety trends and educational needs to help minimize loss to the City. Develop strategies and plans for accident reduction and loss; ensures City work sites, workspaces, office areas comply with safety regulations. Conducts investigations of Worker's Compensation claims, including home visits and visits with secondary job employers as appropriate; provides testimony in Worker's Compensation hearings and mediation; assists with posting Worker's Compensation notices. Creates, coordinates and conducts safety training for City employees; teaches safety training classes to City employees and employees of other entities as approved by the City of Albany. Responds to claims and resolves issues related to injuries and property damage made by third parties against the City; including interviewing witnesses, taking statements, photographs, and storing information in the Risk Information Management System for the purpose of minimizing loss to the City Assists the Human Resources Director and department/division heads with fact finding for incidents related to workplace violence, sexual harassment, harassment, or discrimination to resolve allegations and maintain a safe working environment. Assists the Safety Officer Investigative Manager with summaries and statistical reports submitted to the insurance carrier, Human Resources Director, City Manager, City Attorney, Mayor, and Board of City Commissioners. Research OSHA regulations, state laws, city ordinances, safety manuals and risk management best practices in performing safety assessments to help minimize loss to the City. Investigates incidents/ accidents involving Underground/ Overhead Facility Protection, involving the GA Dig Laws. Assists, maintains, organizes, and/or regulates the operation of City-Wide Safety Committee, Accident Review Board, and/ or the Utilities Dig Board, and any other Boards as assigned.ADDITIONAL FUNCTIONS

Education and/or Experience High School diploma or GED required; supplemented by Vocational/Technical training in Business Administration, or a closely related field required; additionally, three (3) years progressively responsible experience involving risk management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Physical Demands Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or workstation. Sensory Requirements Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. Some tasks require the ability to communicate orally. Work Environment Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, temperature extremes, or traffic hazards.
