To advance community health through a strong network of health centers and other safety net providers.
COMPANY BACKGROUND
The Iowa Primary Care Association (Iowa PCA) has supported Iowa's community health centers for over 36 years to expand access to affordable, high quality, integrated care. The Iowa PCA, along with our sister companies INConcertCare (INCC) and IowaHealth+ (IH+), provides training, technical assistance, and shared services opportunities in quality improvement, value-based care, health information technology, and other areas. We are now expanding our services through a new partnership with Iowa Health and Human Services to serve as the new statewide Behavioral Health Administrative Service Organization (BH-ASO). It's an exciting opportunity to expand our efforts and connection to the broader behavioral health safety net.
PURPOSE OF POSITION
The Senior Health IT Business Analyst supports our mission by leading structured analysis, vendor discovery, and business operations activities that enable health centers to evaluate, adopt, and sustain high‑value health information technology solutions. This role serves as a bridge between emerging technology strategy and execution, supporting AI readiness, centralized contracting, and group purchasing initiatives through disciplined discovery, stakeholder coordination, and financial and operational oversight. By balancing health center needs with network and HCCN priorities, the position helps ensure technology solutions are scalable, sustainable, and aligned with organizational goals.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The following duties are normal for this position. These are not to be construed as exclusive or all inclusive. Other duties may be required and assigned. Emerging Technology Analysis & AI Readiness (35%) Lead structured discovery and analysis activities to support network exploration of emerging health IT solutions, including AI‑enabled tools and analytics. Support the planning and execution of AI Innovation and learning series, including scheduling sessions, developing content and facilitation guides, and coordinating speakers or vendors. Facilitate vendor discovery cycles for emerging technologies by confirming appropriate health center participants, scheduling and preparing meetings, documenting discussions, and coordinating follow‑up actions. Maintain standardized discovery trackers and documentation, ensuring notes, findings, and recommendations are clearly captured and up to date. Prepare and present updates related to discovery activities and emerging technology initiatives to internal committees, including the Technology Steering Committee (TSC). Support management of external consultants related to emerging technology initiatives, including coordination of statements of work, contracts, recurring meetings, and deliverable tracking. Centralized Contracting, GPO, & Business Development Support (35%) Support network centralized health IT contracting initiatives by coordinating discovery, review, and contracting workflows for shared vendor solutions. Facilitate legal, security, and compliance review processes in collaboration with internal stakeholders and external vendors. Coordinate and schedule vendor meetings to advance discovery, contracting, and onboarding activities. Support execution of contracting activities, including participation agreements and sub‑contracts with participating health centers. Track contract budgets, vendor invoices, and financial performance to ensure alignment with approved agreements and network expectations. Support group purchasing organization (GPO) activities for Epic‑interfaced third‑party solutions, including discovery, review, contracting, and financial tracking. Support non‑interfaced GPO vendor offerings by coordinating discovery steps, facilitating reviews, contracting workflows, and ongoing budget and invoice tracking. Relationship & Workplan Management (20%) Build and maintain positive, trust‑based relationships with Iowa health centers participating in network initiatives. Design, document, and maintain health center‑specific workplans that balance individual health center priorities with network and HCCN priorities. Serve as a primary point of coordination for participating health centers during discovery, contracting, and implementation planning phases. Support the Director in designing, monitoring, and refining success strategies for network initiatives, including identifying risks, dependencies, and opportunities for improvement.
QUALIFICATIONS
Education:
Bachelor's degree in health informatics, health administration, business administration, information systems, public health, ora related field required. Equivalent combination of education and relevant experience may be considered in lieu of a degree.
Experience & Skills:
5 or more years of progressive experience serving in a business analyst, business operations, health IT, or healthcare consulting role, with demonstrated responsibility for analysis, coordination, and execution of complex initiatives. Experience supporting health information technology solutions, including EHR‑adjacent tools, third‑party vendor platforms, interoperability solutions, or digital health applications. Demonstrated experience leading or supporting vendor discovery and evaluation processes, including requirements gathering, meeting facilitation, documentation, and follow‑up coordination. Experience supporting or facilitating contracting workflows, including coordination of legal, security, and compliance reviews; contract documentation; and stakeholder alignment. Experience tracking and monitoring budgets, invoices, and financial performance related to vendor contracts or shared service offerings. Proven ability to manage multiple concurrent initiatives while adhering to standardized processes, SOPs, and deliverable expectations. Strong written and verbal communication skills, with experience producing clear documentation, summaries, and updates for technical and non‑technical audiences. Demonstrated ability to work independently, exercise sound judgment, and take ownership of assigned workstreams with minimal direction once onboarded. Preferred Experience & Qualifications Experience working with or supporting Community Health Centers, Primary Care Associations (PCAs), HCCNs, or other safety‑net healthcare organizations. Familiarity with Epic or Epic‑interfaced third‑party vendor solutions. Experience supporting group purchasing organizations (GPOs) or centralized contracting models. Exposure to emerging technologies in healthcare, including analytics, AI‑enabled tools, or digital transformation initiatives. Experience coordinating or managing external consultants, including statements of work, deliverable tracking, and meeting cadence. Training or certification in business analysis, project management, or healthcare IT (e.g., CBAP, DMAIC, Six Sigma) preferred but not required. Work Environment and Travel This position is required to be on-site at least two days per week and when there are requests for employee to be on-site for in person meetings or to assist. Some travel may be required to community health centers via vehicle or conferences via air travel. Supervisory Responsibilities This position has no supervisory responsibilities.
