Job Description

The Howard County Economic Development Authority (HCEDA) is seeking a self-motivated and detail-oriented individual to support its business finance functions particularly in the areas of loan financial analysis, borrower relations, and loan health forecasting. This individual will join an elite team that specializes in providing exemplary support and service to the Howard County business community. In this role, the individual will track financial performance of loans, conduct financial research on loan applicants, prepare reports, support and collaborate with the Director of Business Finance and offer strategic recommendations optimizing resource allocation for public and private sector projects.
DUTIES AND RESPONSIBILITIES
Underwrite all loan applications. Present all loan requests to the Incentives Committees for approval. Review of potential loan recipients' financial documents. Analyze variances in the trial balance and report changes to management. Responsible for all processes and procedures: Loan booking to servicing (all business finance programs). Hold discovery calls with loan applicants and recipients. Develop, cultivate, and foster relationships with loan holders. Analyze and monitor loan statuses. Track and analyze financial growth of the loan holders' companies via tax returns. Complete bank reconciliations. Draft and edit meeting minutes for board member approval. Complete debt recovery documents. Draft loan closing documents. Draft payoff statements and periodic balance statements for loan holders. Assist loan holders with general inquiries regarding their loans. Assist in any special projects or new finance programs as needed. Strive to achieve business finance goals as set forth each fiscal year.

REQUIRED QUALIFICATIONS
Bachelor's degree in finance, economics, accounting, or related field. 2+ years of experience in financial analysis, budgeting, or forecasting. Strong proficiency in Microsoft Excel and financial modeling. Knowledge of financial reporting and analysis tools. Familiarity with public finance or governmental accounting. Excellent communication and presentation skills.
PREFERRED QUALIFICATIONS
5+ years of relevant experience. Master's degree in finance, economics, or a related field. Experience working with Economic Development Authorities or public sector organizations. Certification (e.g., CFA, CPA, or CFM). Experience with public-private partnerships or grant funding analysis.
