Job Description
This position provides senior level administrative duties, in-depth scientific analyses and vital logistical support for the NIDDK Division of Diabetes, Endocrinology and Metabolic Diseases (DEM). The activities, responsibilities and duties are critical to maintain oversight of the administration of research grants including tracking of the large divisional budget by monitoring and reviewing expenditures and providing financial reporting and analysis to divisional leadership including the Director and Deputy Director. A key and critical responsibility is the oversight of payment of applications approved for funding. These high-level activities include generating pay plans and coordinating with the Office of Financial Management and Analysis (OFMA) to ensure compliance with Institute policies. Additional high-level duties include monitoring Divisional grant administration, such as tracking the division's budget allocation while working with OFMA to analyze and reconcile discrepancies. This Scientific Program Analyst works closely with the DEM Division Director, Deputy Director, and Program Analyst Lead to develop the Division's annual funding plan and budget and develops reports that outline obligations and expenditures as well as future funding needs and commitments. An overview of the funding plan, grants funded and initiatives in process are presented at DEM staff meetings at regular intervals to inform scientific staff. This position performs portfolio analyses, scientific categorization, and reporting for NIDDK Advisory Council to help inform senior leadership on key data that will lead to critical administrative and funding decisions. These analyses include researching, interpreting, and summarizing background materials from scientific sources with the goal of advancing critical research programs within the division. As part of this goal, support includes providing logistical support and coordination/logistics for conferences and scientific meetings and workshops. This Scientific Program Analyst is a critical position to support essential activities in the Division of Diabetes, Endocrinology and Metabolic Diseases, the Division's research administration, fiscal oversight and effective and accurate reporting to the Advisory Council.
