DESCRIPTION
The Growth and Strategy Analyst serves as a contributor supporting the municipality s long-term growth, sustainability, and resilience. This role identifies and evaluates opportunities to expand services, enhance revenue streams, and advance strategic objectives in a municipal environment. The Analyst conducts in-depth research and data analysis on market trends, emerging technologies, and government policies. By developing actionable strategies and risk assessments, the Analyst helps align initiatives with the City's vision and priorities.
ESSENTIAL FUNCTIONS
Conduct comprehensive market research and trend analysis, including industry developments, technological advancements, competitive landscapes, and regulatory/policy changes impacting municipalities. Identify and assess opportunities for growth, revenue enhancement, service expansion, and scalability. Develop and recommend data-driven strategies and plans that support the City s mission, align with City goals, and promote equitable, sustainable outcomes. Build and maintain performance metrics to evaluate strategic initiatives, forecast impacts, and support capital planning. Collaborate cross-functionally with departments including gathering insights, aligning priorities, and facilitating strategy execution. Prepare clear, compelling presentations, reports, and executive summaries to communicate findings, recommendations, and progress to senior leadership. Monitor and analyze key performance indicators to uncover actionable insights and inform evidence-based decision-making. Perform other duties as assigned to support the Strategic Partnerships Director and departmental goals.
MINIMUM REQUIREMENTS
Education and Experience Bachelor's degree in Data Science, Business Administration, Project Management, or a closely related field plus 5 years of professional experience in government, data analysis, strategic planning, or a related field. Equivalent combinations of advanced education and relevant experience may be considered. Preferred Qualifications Advanced degree or relevant certifications (e.g., Master s degree, PMP). Experience developing executive-level presentations. Strong proficiency in Excel and data analysis/visualization tools. Knowledge, Skills, Abilities Knowledge of municipal government operations, economic development principles, community development practices, land use planning, public finance, and grant administration. Understanding of public-private partnership models. Strong project coordination and organizational skills with the ability to manage multiple initiatives in a deadline-driven environment. Excellent research, analytical, and problem-solving abilities. Superior written and verbal communication skills, including preparing clear reports, presentations, and correspondence for diverse audiences. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook); familiarity with project management tools is a plus. Exceptional analytical, problem-solving, and critical-thinking skills with meticulous attention to detail. Outstanding written and verbal communication skills, including the ability to distill complex information for diverse audiences. Ability to work independently on complex projects in a fast-paced environment while collaborating effectively across teams.
Working Conditions:
Office setting with occasional attendance at public meetings, including evenings. Extended hours may be required during budget preparation, audits, or special projects
