Job Description

Position Summary:
Rutgers, The State University of New Jersey, is seeking a Business System Analyst II in the Enterprise Applications & Research Computing ( EARC ) with the Office of Information Technology ( OIT ). The Business System Analyst II provides oversight, planning, and support of the Document Management (Perceptive Content, Docusign) and Banner SIS suite of applications and integrations with other University systems. Serves as a liaison between the business community and the OIT organization to provide solutions to meet user needs and drive process efficiency and collaboration. Possesses expertise in the business units supported and understands their operations as well as the OIT organization's systems and capabilities. Reviews, analyzes, and evaluates business systems and user needs. Identifies system and business process strengths and weaknesses to determine opportunities to automate processes and functions. Gathers and documents high level business requirements into functional specifications for the OIT organization and manages changes to such specifications. Documents requirements, defines scope and objectives, and formulates systems to parallel overall business strategies. Assists in the business redesign and documentation as needed for new technology. Educates the OIT organization on the direction of the business. Negotiates agreements and commitments by facilitating communication between business units and OIT , from initial requirements to final implementation. Possesses an understanding of technological trends and uses this knowledge to bring solutions to the business units supported in to enhance the enterprise's competitive edge. May make recommendations for buy versus build decisions. Among the key duties of this position are the following: Work with University departments to understand their requirements through site visits, interviews, analysis, and documentation. Include in consulting with the business, considerations of legal, security, and compliance requirements. Leads the gathering and assessment of clients' IT business needs and requirements, providing gap and future recommendations to improve business processes and efficiency. Is proactive in understanding clients' processes, key drivers/measures of success, and the short-/long-term direction of technology. Acts as the clients' liaison with OIT—and with outside vendors, contractors and consultants—to define and establish IT service and support requirements. Facilitates interaction between stakeholders and actively resolves conflicts. Advocates for the technology needs of the client. Builds OIT's understanding of clients' strategies, goals and processes; and communicates OIT's technology strategies, plans and status to clients along with information on emerging technologies. Analyzes and identifies the operational and financial impacts of new solutions and service requests, including the value to OIT and the return-on-investment for the University.
Minimum Education and Experience:
Bachelor's Degree required in Computer Science, Information Systems, Business Administration, or related field. Equivalent education, experience and/or training may be substituted for the degree requirements. A minimum of five (5) years relevant technical or business/industry work experience with enterprise electronic document management (EDM/ECM), enterprise resource planning (ERP), and student information system (SIS) platforms is required.
