Voyatek is seeking applicants to occupy the position of Level 2 Business Analyst within our teamNYS Integrated Eligibility Systems located in Albany, NY (hybrod). This position is a 8 month contract. The mission of the Integrated Eligibility System (IES) is to enhance the well-being of New Yorkers by transforming health and human service delivery through coordinated business practices, modernized technology, and strategic partnerships. IES will provide eligibility, enrollment, case management, and payment functionality for Health and Human Service programs currently served by the Welfare Management System, Benefits Issuance Control System and other State systems. IES will build on the successful opening of the New York State of Health (NYSoH) by leveraging assets created for the health benefit exchange to modernize the eligibility system for health and human service programs.
Key Responsibilities:
The Business Analyst (BA) will conduct requirements gathering sessions with stakeholders to elicit and document detailed requirements to assist in implementation of IES.The BA will and analyze as-is and to-be IES system requirements using the IES prescribed business analysis methodology.

The BA will conduct work product peer reviews and assist in internal review process feedback. The BA will meet with relevant stakeholders, including agency administrators, local district subject matter experts, and executive teams to elicit requirements.

The BA will understand and adhere to project timelines and priorities, and work with blended teams of State and vendor resources.
Qualifications:
Level II- Between four (4) and seven (7) years of experience as a Business Analyst Between three (3) and seven (7) years of business analysis experience in State government within the Human Service domain with a focus on fair hearings conducting requirements gathering sessions, analyzing requirements gathered, managing requirements throughout the SDLC, and developing artifacts for business and technical stakeholders. Business artifacts include developing business process flows, user stories, business rules catalogs, data dictionaries, wireframes, and specifications that align with program standards Between three (3) and seven (7) years of experience in an Integrated Eligibility System program, implementing web-based applications for clients and workers, within an iterative/agile development and delivery methodology and aligning requirements with federal standards, conditions, and regulations. .
Preferred Qualifications:
Between three (3) and seven (7) years of experience as a business analyst independently drafting end-to-end business process optimization documentation for a web-based solution. 2. Between three(3) and seven (7) years of experience as a business analyst working on fair hearings process modernization and collaborating with subject matter experts to refine requirements and develop a working product. 3. Between three(3) and seven (7) years of experience acting as a business analyst and a quality assurance tester; assisting with project planning, roadmaps, creating test scenarios, executing manual test scripts, reporting findings, and managing the defect resolution process with internal and external stakeholders. . The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the hourly range is $65.00 - $70.00.
