Job Description

Org. Setting and ReportingThis position is located in the Executive Office of the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA's mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. This temporary job opening is being advertised for the position of Programme Management Officer (Accountability and Risk Management) in New York. Under the overall supervision of the Executive Officer, the incumbent reports to the Senior Programme Management Officer (Accountability and Risk Management) in the Executive Office. The primary focus of this job is to support the sound and effective discharge of the implementation, monitoring and oversight of the Executive Officer's fiduciary accountability responsibilities over the Country and Regional Pooled Funds, including the recent US award. It will also focus on driving the implementation of enterprise risk management across OCHA's programmes, and operations, as well as the discharge of any other related activities in the assigned functional area. ResponsibilitiesWithin delegated authority, the Programme Management Officer (Accountability and Risk Management) will be responsible for the following duties, as relevant to the specific function:
  • Supports the EO in the discharge of her fiduciary responsibilities, in particular as they relate to the Pooled Funds oversight, compliance with UN regulatory framework and risk management.
  • Liaises with the relevant oversight bodies on audit, evaluation, investigation and oversight processes as related to the responsibilities of the Executive Officer, in particular regarding the management of the Country-based Pooled Funds and their implementing partners.
  • Advices the Executive Officer on the sound management of the US award for OCHA's Pooled Funds.
  • Serves as focal point on OCHA's corporate enterprise risk management and the implementation of OCHA's Corporate Risk Management Strategy and related actions
  • Ensures annual reporting and work in close collaboration with DMSPC on Enterprise Risk Management (ERM) risk register compliance and all related ERM activities.
  • Leads on ERM training for managers and staff and support ERM implementation across divisions and offices.
  • Coordinates on relevant UN and OCHA reform processes and preparation of related inputs and background papers for senior management.
  • Develops, implements and evaluates assigned programmes/projects, etc.; monitors and analyzes programme/project development and implementation; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
  • Contributes to legal and UN regulatory review and design of new administrative instruments, policies and guidelines, regulatory or oversight for the use of OCHA programmes and its pooled funds
  • Researches, analyzes and presents information gathered from diverse sources.
  • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
  • Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
  • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
  • Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
  • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
  • Coordinates activities related to budgetary matters and prepares related documents/reports
  • Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentations and reporting.

In-depth knowledge of country-based pooled fund management, oversight and compliance and regulatory framework. Knowledge and understanding of theories, concepts and approaches relevant to particular sector, functional area or other specialized field. Conceptual analytical and evaluative skills to conduct and lead independent research, risk management processes and complex analysis. EducationAdvanced university degree (Master's degree or equivalent) in business administration, management, economics or a related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Job - Specific QualificationNot available. Work ExperienceA minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required. At least 3 years of experience at the international level is required. Experience in Country based Pooled Funds management in the UN common system or comparable international organization is required. Experience in risk management and compliance processes is required. Experience in oversight, monitoring and /or evaluation of humanitarian programmes is required. Experience in complex legal analysis and review is desirable. LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this job opening, English is required. Either Arabic or French or Spanish is desirable.
