We are seeking a Senior Business Analyst who can bridge the gap between business stakeholders and technical teams—gathering and analyzing requirements, designing data models, and delivering BI solutions that make large, complex data sets actionable. Position Overview The Senior Business Analyst will be responsible for gathering and analyzing user requirements, designing data models, and implementing business intelligence solutions in support of a federal tax processing and master file research environment. This role requires strong analytical skills, expertise across the business intelligence and data analysis lifecycle, and the ability to translate business needs into clear, actionable technical requirements. The analyst will collaborate with development, testing, and operations teams and serve as a key liaison between business stakeholders and technical staff. This is a full-time, hybrid role requiring availability during normal business hours, with occasional night and weekend work as needed based on project demands. Personnel must have reasonable access to the government site in Lanham, MD and be able to travel there within two hours' notice. The Senior Business Analyst reports to the Technical Program Manager and works closely with cross-functional teams to ensure requirements are clearly defined, documented, and delivered. Key Responsibilities Gather, document, and analyze user and business requirements across the project lifecycle Design data models and implement business intelligence (BI) solutions for reporting and analysis Develop reports, dashboards, and analytics using BI tools such as Tableau, Power BI, and SQL Translate business needs into clear, actionable technical requirements and specifications Communicate complex technical requirements to non-technical personnel and bridge business and technical teams Prepare and present briefings to senior management on complex or controversial issues Support configuration management and requirements management activities Produce Enterprise Life Cycle (ELC) documentation such as DSR, iBSR, ICD, and TRR Utilize the IBM Engineering Lifecycle Management (ELM) Tool Suites, including DOORS Next and Jira, for requirements and traceability Validate that delivered solutions meet documented requirements and federal standards Support Agile development practices and collaborate with stakeholders to define and implement solutions Qualifications Education:
Bachelor's degree in Business Administration, Information Systems, or a related field (or equivalent experience) Experience:
At least 8 years of experience as a Business Analyst, with a focus on business intelligence or data analysis Expertise in gathering and analyzing user requirements, designing data models, and implementing BI solutions Technical Expertise:
Proficiency with BI tools such as Tableau, Power BI, and SQL for reporting and analysis Data modeling and the design and implementation of business intelligence solutions Requirements gathering, analysis, and traceability IBM Engineering Lifecycle Management (ELM) Tool Suites, e.g., DOORS Next and Jira Configuration management and requirements management practices Additional Skills:
Strong analytical and problem-solving skills with attention to detail Excellent written and verbal communication, including briefing senior management Knowledge of the IRS Individual and Business Master File systems is highly desirable Familiarity with Enterprise Life Cycle (ELC) process and documentation, and Agile methodologies Ability to collaborate in a team-oriented environment and communicate effectively with technical and non-technical stakeholders Adaptability in a fast-paced, evolving work environment with shifting priorities Clearance:
