Demonstrated hands on experience with SAP Funds Management (FM) supporting governmental fund accounting in compliance with Governmental Accounting Standards Board (GASB) requirements Proven experience supporting ECC to
SAP S/4HANA
brownfield migrations while preserving budgetary accounting, fund integrity, and audit continuity Expertise in FM configuration and validation, including FM Area, Funds, Budget Structures, Commitment/Earmarked Funds, and Availability Control (AVC) to ensure continued appropriation and legal budget compliance. Experience validating and reconciling budgetary (Modified Accrual) data-including budgets, commitments, and actuals-between ECC and S/4HANA for audit sign off. Hands on experience supporting Funds Management reporting required for: Statutory and external financial reporting (fund level statements, legally restricted funds, compliance reporting) Government management and oversight reporting, including budget to actual and fund utilization analysis. Strong understanding of the integration between FM (budgetary / Modified Accrual) and
FI/FI AA
(financial / Full Accrual) to support dual reporting obligations under GASB Knowledge of FM integration with FI, CO, MM, PS, and FI AA to maintain end to end audit trails from budgetary control through financial statements. Experience supporting SIT, UAT, and cutover activities, with specific focus on fund balance integrity, commitment carryforward, and post go live stabilization Ability to produce audit ready documentation, including reconciliation schedules, control validations, and explanations suitable for internal and external government audits.
Nice to have:
Experience with SAP Grants Management (GM), including grant funded budgeting, compliance, and reporting aligned to federal, state, or local grant requirements. Strong communication skills to engage with Finance, Budget Offices, Program Owners, and Auditors in a regulated government environment.
