Position Overview The Business IT Systems Analyst / Consultant will support the Government Sponsor by collaborating with stakeholders, documenting business needs, and translating operational requirements into actionable user stories and acceptance criteria. The ideal candidate possesses strong communication and analytical skills, can effectively bridge the gap between business users and technical teams, and has experience supporting Agile development efforts using JIRA. This role requires an individual who can gather, analyze, and document requirements, facilitate stakeholder discussions, support backlog management activities, and ensure delivered solutions align with business objectives and user expectations. Responsibilities Collaborate with business stakeholders to elicit, analyze, document, and validate business and functional requirements. Conduct stakeholder interviews, workshops, and working sessions to gather and refine requirements. Translate business requirements into detailed user stories, epics, and features. Develop and document clear, measurable acceptance criteria that support development and testing activities. Support backlog refinement activities and assist with prioritization of requirements. Utilize JIRA to create, manage, and track requirements, user stories, defects, and enhancements. Facilitate communication between business users, developers, testers, and project leadership. Analyze current business processes and identify opportunities for process improvement and operational efficiencies. Document workflows, business rules, system interactions, and operational procedures. Support system testing, user acceptance testing (UAT), and validation of delivered capabilities against documented requirements. Assist with issue resolution, requirements clarification, and change management activities throughout the project lifecycle. Ensure traceability between business requirements, user stories, acceptance criteria, and delivered functionality. Participate in Agile ceremonies including sprint planning, backlog grooming, sprint reviews, and retrospectives. Key Success Factors Ability to effectively gather and synthesize stakeholder requirements. Ability to draft clear, testable, and actionable acceptance criteria. Strong stakeholder engagement and relationship management skills. Ability to identify gaps, risks, and dependencies early in the requirements lifecycle. Comfort working in a fast-paced Agile environment with evolving priorities. Ability to quickly learn and utilize tools such as JIRA and Confluence. , Required Skills Active Top Secret/SCI with favorable Polygraph. Bachelor's degree and 5+ years of relevant experience. Experience gathering, documenting, and managing business and functional requirements. Experience developing user stories and acceptance criteria for Agile development teams. Strong verbal and written communication skills with the ability to engage both technical and non-technical stakeholders. Experience facilitating meetings, requirements workshops, and stakeholder discussions. Strong analytical, problem-solving, and critical-thinking skills. Experience supporting Agile software development projects. Ability to work independently and collaboratively within a team environment. Experience using JIRA or similar Agile project management tools. Ability to organize, prioritize, and manage multiple tasks simultaneously. , Desired Skills Experience serving as a Business Analyst, Product Owner, Product Analyst, or Requirements Analyst. Experience supporting software development or system modernization efforts. Familiarity with Agile frameworks and methodologies. Experience creating process flows, use cases, and workflow documentation. Knowledge of requirements traceability and testing methodologies. Experience with Confluence or similar collaboration and documentation platforms. Familiarity with government or Sponsor environments. Experience with PeopleSoft HCM and/or PeopleSoft HCM implementation. Knowledge of Sponsor HR, Benefits, and Compensation processes. Knowledge of OPM rules and regulations. Support business transformation related to deployment of a new HR and talent system. Understanding of HR Systems with a focus on employee compensation and benefits processes applications Ability to evaluate HR system's functionality against business processes, ensuring client's business requirements are being met.
