JOB DESCRIPTION
This position will improve DEQ's ability to complete its mission by helping plan, implement and maintain solutions to make DEQ operations more efficient and effective. The business analyst represents business units on technology projects in the agency by performing business process reengineering, requirements development, testing and implementation activities along with post-production support. Additionally, this position will be involved in developing technical solutions using agency-approved tools.
RESPONSIBILITIES
This position will be primarily responsible for serving as Business Analyst and Data Analyst to assist in the delivery of technology solutions for the agency. This position will also develop solutions using DEQ's approved toolsets. Provide Data Governance support and Business Process Reengineering.
QUALIFICATIONS
Ability to effectively communicate verbally and in writing with IT, Agency Staff and members of the regulated community. Ability to serve as a liaison between Office of Information Systems and the Business. Knowledge of State and Federal environmental laws and regulations. Knowledge of development of requirements for application systems and reporting enhancements. Knowledge of managing the Data Lifecycle Analytical problem-solving skills and development/implementation of QA/QC procedures. Skills in SQL, Tableau, GIS, R, Python, or related technologies. Ability to work independently and take ownership of assigned tasks. Skills in data analysis to identify and remediate data quality issues. Ability to build consensus among various stakeholders representing multiple office locations and programs in the agency. Knowledge in the structure and functionality of relational databases used for transactional and analytical purposes.

The Virginia Department of Environmental Quality (DEQ) is the primary environmental permitting agency in the Commonwealth of Virginia. It is responsible for administering laws and regulations related to air quality, water quality, water supply, renewable energy, and land protection. Through the dedication and work of over 800 employees across six regional offices and the Central Office in Richmond, DEQ issues permits, conducts monitoring and inspections, and enforces the law.
