Job Title:
Product Owner & Senior Program Analyst Zeiders is an industry leader in military and family support. We seek individuals with strong passion for what we do and our commitment to quality service. Summary Works under general direction of senior level management. Manages and mentors project leads and/or technical staff. Collaborates on key decisions and informs leadership and management of technical implications/requirements. Ensures processes and functions are completed and meet the stakeholder's vision. Essential Duties and Responsibilities Serve as the functional liaison between Federal Agency stakeholders and Agile delivery teams supporting a cloud-hosted enterprise digital services platform Translate mission needs, operational workflows, and stakeholder input into actionable user stories, acceptance criteria, and prioritized backlog items Collaborate with engineering, UX, data, and operations teams to ensure requirements are clearly defined and aligned with technical delivery plans Facilitate backlog refinement, sprint planning support, and coordination of development priorities with program leadership Support user experience improvements by collecting stakeholder feedback, analyzing platform usage patterns, and identifying opportunities to improve digital services Participate in testing and validation activities to ensure delivered capabilities meet functional requirements and stakeholder expectations Coordinate with program leadership to ensure development priorities align with mission objectives and operational needs Supervisory Responsibilities Manage and mentor project leads and/or technical staff. Carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Required Qualifications Bachelor's degree in Business Administration, Information Technology, Information Systems, Computer Science, or a related field Eight (8) or more years of experience supporting federal IT programs, enterprise digital platforms, or mission applications Minimum of four (4) years of experience in personnel management, matrixed team leadership, or project/program management involving coordination and oversight of work across geographically dispersed teams. Demonstrated experience gathering and translating stakeholder requirements into user stories, functional specifications, or technical requirements Experience working within Agile delivery environments and supporting backlog management and sprint planning activities Experience supporting testing and validation activities including user acceptance testing or requirements verification Strong communication and organizational skills with the ability to bridge business needs and technical implementation. Ability to coordinate across technical teams, program leadership, and stakeholders to ensure clear understanding of requirements and priorities Preferred Qualifications Certified Scrum Product Owner certification or similar Agile product management credential Experience supporting federal digital services platforms or user-facing web applications Familiarity with DevSecOps delivery environments and Agile development tools Experience supporting requirements traceability and backlog management using modern project tracking tools Experience supporting programs involving multiple stakeholder organizations or distributed user communities Military spouse Other Requirements Ability to successfully complete a pre-employment and government background investigation to include FBI fingerprints. This position requires access to U.S. Government facilities and systems. U.S. Citizenship, a valid driver's license, transportation, and auto insurance are required. Physical Demands:
Works in office areas. Sits, stands, bends, lifts, and moves intermittently during working hours. Uses computer, telephones, copiers, printers and other office equipment.
