PROCUREMENT SPECIALIST
The San Bernardino Superior Court is seeking a highly skilled, detail-oriented, and strategically minded
SENIOR PROCUREMENT SPECIALIST
to join our team. In this role, you will perform advanced, technical, and complex procurement duties in support of Court operations. Responsibilities include overseeing competitive bidding processes, developing and managing contracts, ensuring compliance with procurement laws and policies, and providing guidance to departments on purchasing strategies and best practices. A strong candidate will be able to analyze procurement needs, evaluate vendor proposals, negotiate terms and pricing, and prepare clear and comprehensive procurement documents and reports. The role requires strong knowledge of public-sector purchasing regulations, excellent analytical and communication skills, and the ability to manage multiple high-priority projects in a fast-paced environment. Proficiency in procurement systems, contract management tools, and modern business software is essential for success in this position.

ABOUT THE POSITION
Under direction, performs the complete buying cycle of supplies, materials, equipment and services for use by the Court from established and new vendors; provides technical assistance to Court staff regarding procurement policies and procedures; participates in the development of procurement strategies and plans; responds to inquiries and interacts with Court management and staff, vendors, and the general public; coordinates assigned programs, projects, and services with other departments, divisions, and outside agencies; contributes to special projects and provides technical assistance to management staff; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Contracts and Procurement Manager and assigned supervisory or lead staff. Exercises . Provides training and exercises technical and functional direction to Procurement Specialists. but does not exercise formal supervision.
CLASS CHARACTERISTICS
This is the advanced journey-level classification in the Procurement Specialist series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment. Positions in the classification rely on experience and judgment to lead and participate in moderately difficult to complex procurement functions requiring detailed knowledge of Court and Judicial Council contracting manuals and procedures . Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to timely deliver services/complete assignments. SENIOR PROCUREMENT SPECIALIST EXAMPLES OF TYPICAL JOB FUNCTIONS

Ensures compliance with Judicial Branch Contract Law, Trial Court Policies and Procedures, State and Federal Laws, ordinances, rules and regulations, and Court policies and procedures. Leads, reviews, and participates in the work of staff performing procurement functions including purchase requisitions, Request for Quotes, Request for Proposals, Invitation for Bid, other solicitations , , and procurement summaries and checklists ; ensures compliance with all policies and procedures. Participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures. Participates in developing procedures and methods to improve and the efficiency and effectiveness of assigned programs, service delivery methods, and procedures; identifies opportunities for improvement and recommends to supervisory or management personnel. Receives, reviews, sources, and/or bids as needed to process purchase requisitions; verifies completeness and accuracy of item descriptions and pricing for requested products, supplies and services; ensures compliance with all policies and procedures; completes procurement summaries and checklist as required; verifies account numbers and appropriate authorizations obtained; validates inventory levels. Confers with departments to obtain additional required information and resolves questions regarding specifications and scope of work statements; verifies document type to ensure proper processing; creates purchase orders for approval and sends approved purchase orders to vendor for fulfillment; processes receipt of goods. Leads in drafting, assembling, distributing and tracking Requests for Quotes, Requests for Proposals, Invitation for Bid,, and other solicitations; attends pre-bid briefings and formal bid openings; assists Court departments and staff in the preparation of scope of work documents; tabulates bidder ratings following established policies and procedures; notifies bidders of results; and facilitates formal appeals process. Facilitates law book and Daily Journal subscriptions; maintains current subscription information by district and per vendor. Conducts research to identify potential sources and suppliers for specified products; obtains written price quotes and data on comparative price, quality, availability, terms and delivery; recommends suppliers for award of informal and other bids; places orders for materials and supplies; authorizes modifications to purchase orders and substitution of items. Complete Judicial Branch Contract Law report(s) as needed. Schedule JCC year-end trainings for staff. Serves as a Disabled Business Enterprise Advocate (DVBE) for the unit. Creates and maintains vendor profiles in Court vendor database; requests vendor changes as required; answers questions from potential vendors, suppliers and other Court staff regarding Court purchasing policies and procedures . Responds to questions regarding invoice , purchase order and payment policies, procedures and the status of specific billing and payments; works with departments and employees to resolve issues regarding the application of Court policy . Participates in the development and implementation of routine or existing contractual agreements and documents. Coordinates and integrates program services and activities with other agencies and Court departments. Organizes and maintains accurate and detailed databases, spreadsheets, files, and records, verifies accuracy of information, researches discrepancies, and records information; ensures compliance with established records retention schedules including archiving, scanning, and destructing files. Provides technical staff assistance to supervisory or management staff. Participates in the development and implementation of procedures to ensure compliance with applicable Federal and State laws and regulations. Participate in committees and task forces, as assigned. Observes and complies with all Court and mandated safety rules, regulations, and protocols. Performs related duties as required.
QUALIFICATIONS
Education and Experience:
Any combination of education, training and experience that would provide the required knowledge, skills, and abilities is qualifying . A typical way to obtain the required qualifications would be:
Education:
Equivalent to completion of the twelfth (12 th ) grade.
Experience:
Four (4) years of increasingly responsible purchasing experience including the buying of goods and services and evaluation of bids and proposals.
Licenses and Certifications:
Possession of a valid California Driver's License, a satisfactory driving record, and a properly registered and insured vehicle, to be maintained throughout employment. Selection Process 1. PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various Court sites within the County geographic area; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
