Job Description

Technical Staffing Resources (TSR) has an immediate need for a Buyer. This is a long-term contract position with a global EPC company located in Newark, DE.
Job Responsibilities:
Conduct commercial reviews of procurement packages. Negotiate favorable terms, discounts, and contracts with suppliers for the procurement of goods, services, and materials. Negotiate and execute purchase contracts. Negotiate and deliver cost savings to meet business requirements and procurement organization objectives. Coordinate and leads bid meetings, final negotiations, and drafting/final purchase documents. Coordinate closeout of purchase orders, finalize outstanding contract issues, issue final modifications, invoices, and coordinate completion of supplier performance evaluations. Maintain supplier relationships and resolve complex supplier issues. Maintain a cost reduction, cost avoidance, and cost containment program in accordance with published guidelines. Establish and maintain communications with client representatives and project staff through meetings, telephone, and web conferences. Prepare, maintain, and communicate records, reports, or documents that may be required to meet project and management requirements. Prepare and maintain all pertinent procurement records. Participate in development of bid assessment matrix and participate in risk reviews. Participate in project functional audits. Coordinate timely issue/distribution/response of documents to suppliers. Knowledgeable in Microsoft tools; specifically: Word and Excel and Power Point. Under general supervision, solve complex problems requiring detailed knowledge of field and industry best practices. Use experience and problem-solving skills to develop and improve processes. Skills for this position are typically acquired through the completion of an undergraduate degree and 5+ years of experience.
Qualifications:
Bachelor's degree, business preferred. Excellent communication and interpersonal skills Knowledge of Microsoft Office SAP or equivalent purchasing tool experience preferred.
