DESCRIPTION
The City of Wilmington's Department of Finance manages the City's fiscal health, including accounting, procurement, budgeting, and revenue collection. It oversees property taxes, utility billing, and licenses, with services available via an online billing portal. The department ensures financial transparency and compliance, strives to preserve the financial integrity of the City of Wilmington through excellence in accounting services, customer service, and financial management.
DUTIES AND RESPONSIBILITIES
Manages complex procurement, including unique and novel contracting and procurement activities. Implements systems to improve the procurement process, such as vendor performance management systems or e-procurement tools. This position reports to the Procurement Manager.
Additional responsibilities include:
Maintains a contract database for all current contracts and monitors contracts for renewal or rebid. Oversees the City's contract development process with all City departments, including contract negotiation, development, and execution, and collaborates with the City's Law Department. Monitors and updates insurance certifications to ensure appropriate insurance coverage is obtained in collaboration with the insurance team. Creates and maintains policy and procedure manuals and online training documentation. Conducts orientation and training for new staff across City departments on procurement processes. Reviews non-contracted purchases to identify opportunities for standardization, contracting, and cost reduction. Oversees the City's vehicle fleet disposal process through the online auction platform GovDeals. Ensures all purchase orders adhere to the City's Charter, policies, and procedures and comply with applicable procurement laws and regulations. Works closely with project teams to understand procurement requirements and support project objectives. Performs a variety of tasks related to the public procurement of goods and services and the proper disposal of assets. Communicates with vendors, processes returns, and recommends alternative solutions as needed Performs all related work as required.
EDUCATION AND EXPERIENCE A
bachelor's degree with coursework in business administration and five (5) years of professional purchasing experience or certification is preferred.
Knowledge:
Thorough knowledge of the laws related to public purchasing. Thorough knowledge of accounting principles, practices, and procedures.
Skills:
 Microsoft Office Suite, including Excel, Word and PowerPoint required.
Abilities:
Ability to track and maintain good records and to prepare reports and statements. Ability to establish and maintain effective working relationships with supervisory staff, other employees, contractors, vendors, and the general public; high degree of tact and diplomacy in dealing with vendors and department heads.
Licenses:
 Possess and maintain a valid driver's license with a good driving record.
CANDIDATE EVALUATION

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS
All selected applicants must pass a criminal background investigation and a pre-employment physical.
Physical Requirements:
 Works in an office and in outside weather conditions. Occasionally required to lift and/or move objects weighing up to 25 pounds.
Vision:
 Required vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Working Conditions:
 Work is typically performed in an office environment with low noise levels. The employee is frequently required to sit, stand, and talk or hear. The majority of functions will involve a computer, along with standard office equipment such as desk phones and printers/copiers.
Location:
 Business hours are Monday through Friday, 8:30 am - 4:30 pm, in the City/County Building 800 French Street, 5th Floor, Wilmington, DE 19801-3537; Division of Finance, Procurement Department.

Compensation encompasses both salary administration and a comprehensive benefit package:
Salary Administration:
 New employees are hired at the starting and up to the median salary based on qualifications and internal equity. Annual merit increases are provided based on a satisfactory performance review.
