The Industrial Commission's Fiscal team is seeking a Senior Buyer to perform purchasing, contract development and oversight, and fleet and facility management duties that are essential in supporting the Commission in carrying out its mission. EXAMPLE OF DUTIES
Purchasing and Procurement:
o Advises departments of legal requirements for purchasing o Assists departments in determining requirements for products, equipment, and services, develops specifications and obtains quotes for goods and services o Develops scope of work and evaluation criteria for RFPs issued by the Division of Purchasing, reviews and approves contracts o Reviews requisitions and purchase orders to ensure compliance with purchasing statutes, rules, and Commission policies
Research:
o Researches products and services to ensure practicality and cost effectiveness o Perform value or life cycle cost analysis
Risk Management:
o Maintains complete and accurate records of assets insured under the Risk Management program
Fleet and Facility Management:
o Oversees vehicle purchases, sales, registrations, and maintenance of the Commission's vehicle fleet o Coordinates facility repairs and monitors the performance of building systems such as HVAC, electrical, plumbing, etc. o Initiates planned maintenance programs for office equipment and systems; assists with determining space and furniture needs, develop specifications for and purchase furniture, coordinates delivery and installation.
MINIMUM QUALIFICATIONS
Some knowledge of life-cycle costing principles Typically gained by 6 months of experience or industry specific training. Experience performing detailed reviews of RFI, RFP, purchasing invoices, purchase orders, formal bids, contracts, and requisitions to ensure conformance with policies and procedures. Typically gained by one year of experience performing procurement or purchasing review activities. Experience in preparing, evaluating, and completing specifications for products and services. Typically gained by one year of experience developing or evaluating specifications for goods and services in a purchasing or procurement environment OR completion of applicable college-level or industry-specific coursework covering specification development. Experience in interpreting and applying public/governmental/private purchasing procedures. Interpreting, explaining and applying laws, rules and regulations Communicating both orally and in writing in a professional capacity Accessing and updating data using a computerized records system Performing minor vehicle maintenance and handling tires Working both independently and in a team setting Analyzing information and researching a variety of sources to identify and resolve problems or issues
