Hiring Agency Justice & Public Safety Cabinet | Office of the Secretary Location 125 Holmes Street Frankfort, KY 40601 USA Description The Justice and Public Safety Cabinet (JPSC) is one of the largest cabinets in state government with nearly 8,000 employees.
The cabinet oversees five departments:
the Kentucky State Police, Department of Criminal Justice Training, Department of Juvenile Justice, Department of Corrections, Department of Public Advocacy, as well as other offices. The cabinet's mission is to ensure the safety and security of Kentucky communities and protection of its citizens. JPSC is seeking to fill a Purchasing Agent II position to provide cabinet level oversight with the creation of complex requisitions for contracts and for technical non-professional services that exceed the assigned small purchase authority for approval by the Finance and Administration Cabinet. Responsibilities may include, but are not limited to: Monitor all cabinet purchases and procurements made for conformance with the Model Procurement Code (KRS 45A). Ensure development of the Finance and Administration Cabinet Office of Procurement Services training program to all department procurement staff. Use statewide accounting and procurement system for procurement, reporting, and analysis. Review purchasing documents such as purchasing orders, delivery orders, request for quotes, Strategic Procurement Request (SPR1s), and requests for proposal.
Preferred Skills and Abilities:
Working knowledge of the Model Procurement Code (KRS 45A). Working knowledge of eMARS. Experience in drafting and monitoring Memorandum of Agreement (MOA) and Memorandum of Understanding. Attention to detail skills. Minimum Requirements

Graduate of a college or university with a bachelor's degree.

Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.
