Position Summary The Procurement Specialist is responsible for overseeing and managing the procurement process to ensure that goods and services are acquired in a cost-effective, timely, ethical, and mission-aligned manner. The Procurement Specialist plays a key role in vendor management, contract negotiation, and leading Request for Proposal (RFP) processes to support organizational programs and operations.
Essential Functions and Responsibilities:
Develop, implement, and maintain procurement policies and procedures in line with agency and funder compliance standards. Lead all stages of the procurement lifecycle, including planning, sourcing, negotiating, contracting, and performance evaluation. Lead the development and presentation of a quarterly procurement matrix, enabling strategic decision-making through analysis of spend and cost-saving opportunities. Establish, maintain, and manage an approved vendor list to ensure vendors meet organizational standards for quality, compliance, and cost-effectiveness. Manage and streamline the RFP and bidding processes to ensure transparency, fairness, and competitive pricing. Maintain a centralized contract management system to ensure compliance, proper documentation, and timely renewals. Maintain accurate records and documentation to support internal audits and external reporting. Review and approve electronic purchase requests in alignment with procurement policies. Oversee key purchasing platforms and manage invoicing for vendors including Staples, Verizon, WEX, Home Depot, and Market Basket. Maintain accurate records and oversight of agency vehicle inventory and copier lease agreements. Coordinate bi-annual physical inventory audits of equipment across all program sites. Qualifications:
High School Diploma or equivalent. 5+ years of procurement experience, preferably with government contract experience. Proven experience with RFPs and contract negotiations. The ideal candidate will possess MCPPO certification through the Commonwealth of Massachusetts or obtain certification within the first two years of employment. Excellent organizational, communication, and project management skills. Excellent written and verbal communication skills, including the ability to draft clear procurement documents, RFPs, policies, and vendor correspondence. Proficiency in Microsoft Office Suite.
