GENERAL SUMMARY
Responsible for working with KCATA staff to assist in the development and implementation of bid documents and the subsequent contracts in purchases of services, materials, equipment and supplies to ensure compliance of Federal, State and KCATA Procurement Policy and Procedures.
ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Procures services, materials, supplies, and equipment as assigned. Administers competitive procurement processes, formal and informal, in compliance with KCATA's procurement policy and applicable federal/state laws and regulations. Determines the most appropriate method of procurement to be utilized for selection of project, goods, and services using internal policy, governmental training and best practices, and managerial assistance. Conducts procurement process with KCATA owner department representative(s) and for goods and services with the assistance of Procurement leadership. Conducts price analysis, reviews bid submittals, facilitates pre-bid meetings, leads evaluation process and offers recommendations for award according to internal policies and procedures and in compliance with applicable State and Federal laws and regulations. Review scopes of work, specifications, drawings and/or diagrams, and other required documentation provided by owner departments for development of formal solicitations including Invitation for Bids (IFBs), Request for Proposals (RFPs), Requests for Interest (RFIs) and Request for Quotations (RFQs) for projects, goods, and service contracts. Review and analyze and recommend justifications for award/non-award to ensure the integrity of procurement policies. Plan, schedule, and facilitate meetings prior to receiving bids and/or proposals. Educate and advise user departments during the process of soliciting, preparing and evaluating bids and proposals regarding status of procurement advertisements, bids, proposals and all steps to ensure a seamless cradle-to-grave process. May work with legal analyst and/or counsel in reviewing and preparing contract documents. Will handle multiple projects simultaneously. Maintains contract files and authors necessary documentation for file compliance. Other duties as assigned.
SUPERVISORY RESPONSIBILITIES
Job has no responsibility for the direction or supervision of others.
FISCAL RESPONSIBILITY
Position has limited fiscal responsibility. May assist in the collection of data in support of recommendations for departmental budget allocations. May monitor division or program/promotional level budget and expenditures.
MINIMUM QUALIFICATIONS
Required Education and Experience Bachelor's degree from an accredited college or university in Business, Finance, Supply Chain, Purchasing, or a related field. At least one (1) to three (3) years of related work experience with contracts, especially in a government or publicly funded environment. An equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities may be considered. Required Licenses or Certifications None

Knowledge of:
English grammar, spelling, and punctuation. Principles and practices of basic mathematics. Modern office procedures, methods, and computer equipment, and software. Grants funding for public purchasing. Contract values. Procurement methods, policies, procedures, and FTA regulations. Project management principles. Contract administration.
Skill in:
Interpersonal skills necessary to develop and maintain effective and appropriate working relationships. Performing a variety of duties, often changing from one task to another of a different nature. Performing basic mathematical functions such as addition, subtraction, multiplication, division, percentages, and ratios. Critical thinking. Problem solving. Organization and time management.
Ability to:
Meet schedules and deadlines of the work. Attend work on a regular basis and focus on tasks to be completed during an 8-hour day. Understand and conduct oral and written directions. Accurately organize and maintain paper documents and electronic files. Maintain the confidentiality of information and professional boundaries. Communicate effectively, both orally and in writing. Research and negotiate prices when applicable. Calculate figures and amounts in a variety of methods as required of each solicitation/project.
POSITION TYPE AND EXPECTED HOURS OF WORK
May work in a normal office environment. Will sometimes be required to work and/or attend meetings or events in public and at all RideKC locations. Monday through Friday 8am until 5pm. Occasional abnormal hours are expected and required for specific events and to reach all employees. TRAVEL Occasional travel within the metropolitan area may be required. Travel for training opportunities may arise during course of employment.
WORKING CONDITIONS & PHYSICAL DEMANDS
This position is relative free from unpleasant environmental conditions or hazards and is generally sedentary . Incumbents may be required to exert up to ten pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
