The Northwest Region of the New Mexico Department of Health encompasses seven counties: San Juan, McKinley, Cibola, Sandoval, Valencia, Torrance, and Bernalillo. This region includes a dynamic mix of urban, rural, frontier, and tribal communities, offering a unique and rewarding environment for public health professionals committed to equity, service, and innovation. This position will be supporting the financial and operational functions for staff in the Northwest Region who deliver of a wide range of essential public health services, including immunizations, reproductive health, breast and cervical cancer screening, harm reduction, Medication for Opioid Use Disorder (MOUD), Medication-Assisted Treatment (MAUD), sexually transmitted infection (STI) prevention and treatment, primary care, and maternal-child health. Services are provided through traditional public health offices and mobile health outreach, ensuring access in even the most remote communities. Working in the Northwest Region means joining a collaborative, mission-driven team focused on improving health outcomes, advancing health equity, and strengthening partnerships across some of the most culturally rich and diverse areas in New Mexico. Why does the job exist? This position is responsible for determining the best sources considering cost, quality of goods and services, delivery time, and compliance with the New Mexico Procurement Code. Assisting Northwest Region (NWR) personnel in determining agency procurement needs. Is responsible for the centralized procurement of goods and services for the NWR. When appropriate assist in procurement training to staff, related to quote requirements, travel reimbursement and submission of W-9's. This position reviews accounting reports, contracts, and agreements for compliance with DOH MAPS and state regulations. This position is to assist in preparation, analysis, and general oversight of budget and corresponding financial records related to procurement or contract services. This is accomplished by correct and efficient preparation of purchasing documents and payment vouchers for the procurement of office, pharmaceuticals, medical supplies, non-travel reimbursements and travel reimbursements for the NWR programs within the Public Health Division (PHD). This position ensures that all supplies purchased by the PHD have proper funding and are ordered and received in a timely manner in order to maintain sufficient inventory to supply the NWR public health offices. In addition, this position interacts with managers to monitor budgets. How does it get done? This position reports to the Business Operations Supervisor and is under the organizational structure of the Department of Health, Public Health Division, Northwest Region. This position will be responsible for entering purchase order, processing vouchers, W-9s and travel requests for the Public Health Division, Northwest Region. 70%
  • Provide accurate and timely financial and administrative support to the NW Region for purchases, payment vouchers, travel, W-9's etc. Ensure all tasks are processed in accordance with DOH guidelines and DFA regulations, statutes and guidance. 15%
  • Provide Administrative Support to Business Operations Spec Supervisor and Region Director related to fiscal/budgetary assignments. 10%
  • Customer Service
  • Ensure high quality customer service, support and open lines of communication to NWR staff and state suppliers/vendors. 5%
  • Response to Local and Regional Emergencies by Training and Participate in Exercises and Drills.
Who are the customers? New Mexico demographic population both internal and external. Ideal Candidate New Mexico demographic population both internal and external. Minimum Qualification High School diploma or Equivalency and two (2) years of experience in accounting, finance, purchasing, procurement, and/or warehouse clerking. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience. Employment Requirements Must possess and maintain a valid Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Requires successful completion of Health Insurance Portability Accountability Act (HIPPA) and successful completion of Blood-borne pathogen training within 30 days of employment. Working Conditions Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Lifting up to 50 pounds may be required. Services are provided in a clinic with diverse population, many who do not speak the English language. Monday through Friday, 8am-5pm.
