Job Description

The Buyer supports operations by sourcing , negotiating , and purchasing commodities while ensuring compliance with public‑sector procurement rules . The role manages supplier performance, contract obligations, SLAs , and procurement‑related change initiatives to maintain continuity of supply and operational efficiency. Key Responsibilities Execute end‑to‑end procurement for assigned commodities , including RFQs/RFPs , bid evaluations , and PO creation . Manage contracts, pricing schedules , renewals , amendments, and audit‑ready documentation. Monitor SLAs for delivery, quality, fill rates, and supplier responsiveness; drive corrective actions when needed. Support change‑management activities related to new procurement processes, systems, and policy updates. Negotiate pricing, terms, and delivery schedules; resolve supplier issues and ensure compliance with NYS regulations. Collaborate with inventory, maintenance, and operations teams to forecast needs and maintain material availability. Qualifications 3-5+ years of procurement or buying experience, ideally in public sector or large enterprise environments. Experience with commodities, vendor management, SLAs, and contract administration. Knowledge of public‑sector procurement rules ; proficiency with PeopleSoft, Oracle, SAP, or similar systems. Strong negotiation, documentation, and communication skills.
