Job Description

Position Summary The Procurement Officer is responsible for planning, coordinating, and administering all procurement activities for Homestead Housing Authority. This position ensures the efficient acquisition of goods, services, equipment, and contractual services while maintaining full compliance with federal, state, local, and agency procurement requirements. The Procurement Officer plays a key role in promoting transparency, accountability, fiscal responsibility, and best-value purchasing practices. Essential Duties and Responsibilities Co-manage the full procurement lifecycle, including requisition review, solicitation development, vendor selection, contract award, and contract administration. Develop, prepare, and issue procurement solicitations, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), and Invitations for Bids (IFBs). Coordinate and facilitate vendor proposal evaluations and recommend contract awards based on established criteria and procurement policies. Ensure compliance with all applicable HUD, federal, state, local, and agency procurement regulations and requirements. Maintain complete and accurate procurement files, contract records, and supporting documentation.

  • Negotiate pricing, terms, conditions, and contractual agreements to secure the best value for the agency.
Monitor vendor and contractor performance to ensure compliance with contractual obligations and service standards. Conduct market research and identify opportunities for cost savings, process improvements, and procurement efficiencies. Prepare procurement reports, analyses, and recommendations for executive leadership and governing boards. Provide guidance, training, and technical assistance to staff regarding procurement policies, procedures, and best practices. Support audits, reviews, and compliance assessments related to procurement activities. Minimum Qualifications Bachelor's degree in Business Administration, Public Administration, Supply Chain Management, Finance three (3) to five (5) years of progressively responsible experience in procurement, purchasing, contract administration, or public-sector purchasing. Knowledge of HUD procurement regulations and housing authority operations preferred. Strong understanding of procurement principles, contract management practices, and competitive solicitation processes. Excellent analytical, negotiation, organizational, and problem-solving skills. Proficiency in Microsoft Office Suite and procurement or enterprise resource planning (ERP) systems. Strong written, verbal, and interpersonal communication skills. Ability to manage multiple projects and deadlines while maintaining accuracy and attention to detail. Working Conditions This position is hybrid, and may require occasional travel for vendor meetings, site inspections, training programs, conferences, and other business-related activities.
Pay:
$41,440.00 - $55,735.77 per year
