Job Description

The Procurement Specialist II will procure a variety of goods and services as assigned by the Purchasing Director. Assist the P-Card Administrator with the day-to-day administration and monthly certification of all the Agency's P-Card programs: Supply Card and Lodging Card. Assist with answering questions about the South Carolina Department of Education (SCDE) P-Card policy, P-Card usage, and Bank of America Works and Global Card Access. Assist with conducting P-Card training for SCDE P-Card cardholders, supervisors, and liaisons as needed. Serve as SCDE Procurement Office's P-Card cardholder. Assist SCDE P-Card cardholders with work-related travel plans/hotel/airline reservations for employees and provide technical assistance as needed with getting required documentation. Ensure timely processing of requisitions to create shopping carts and purchase orders through statewide procurement management system. Perform complex procurement of goods and services within agency certification as needed. Ensure compliance with the SC Consolidated Procurement Code. Work closely with SCDE personnel and vendors on special orders to ensure proper specifications are requested and attained. Follow up with requesters and vendors to ensure proper delivery and receipt of goods and services ordered. Assist with answering questions regarding status of requisitions and purchase orders. Assist with training SCDE staff on the proper use and submission of the agency's procurement/purchasing forms. Assist with maintaining the purchase requisition tracking system to ensure all purchase requisitions and purchase orders are appropriately recorded for tracking and reporting purposes. Assist with document management, including filing, retention scheduling, and online tracking and storage. Assist in contract management. Provide assistance to agency staff on p-card and purchasing processes, allowability, and prepare various routine and ad hoc reports and analyses as requested by management to show trends, efficiency, and compliance. Perform other related duties as assigned. This position is located in the Office of Procurement. A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for required work experience. A high school diploma and minimum two (2) years of experience in procurement or supply.
