This role is responsible for planning, organizing, and managing administrative activities that ensure compliance with mandates and agency goals. Work involves assisting with planning, organizing, and tracking projects and operational initiatives to ensure alignment with agency priorities, compliance requirements, and established timelines. The position serves as a liaison between program areas, IT leadership, procurement teams, and other stakeholders to facilitate communication, support coordination of assignments, and ensure visibility into procurement activities impacting Acquisition Operations. The Management Analyst III develops reports, prepares presentations, and maintains tracking tools used to monitor project status, procurement progress, and operational performance. The role includes gathering and synthesizing information from multiple sources to support decision-making and provide clear, accurate, and timely updates to leadership. Responsibilities also include supporting process improvement efforts, maintaining documentation, and ensuring compliance with agency policies and regulatory requirements. Work requires strong organizational skills, attention to detail, and the ability to manage multiple assignments simultaneously while meeting deadlines. The position exercises independent judgment within established guidelines and works under general supervision with moderate latitude for initiative and independent action. Selected candidate must be willing to work from an HHS office location in Austin, Texas designated by the hiring manager. Essential Job Functions (EJFs):Project Coordination and Operational Support:
Coordinates and supports IT Acquisition Operations activities by tracking assignments, facilitating communication, and ensuring alignment with the IT Operational Plan. Assists in organizing, assigning, and monitoring tasks related to acquisition and policy operations initiatives. Facilitates communication between program areas, IT leadership, and stakeholders to clarify expectations and deliverables. Guides program areas on required actions for acquisition-related efforts, ensuring alignment with agency objectives and compliance standards. 30%Project and Procurement Tracking and Reporting:
Tracks progress across multiple concurrent projects and procurement activities impacting IT Acquisition Operations. Maintains tracking tools, dashboards, and records of milestones, deliverables, and status updates. Prepares and delivers reports, presentations, and briefings for leadership, including executive updates and operational reviews. Gathers and synthesizes data from program areas to ensure reporting is accurate, timely, and tailored to audience needs. Responds to requests for information related to project and procurement status. 25%Stakeholder Coordination and Communication:
Maintains effective working relationships with internal and external stakeholders, including program staff, IT leadership, procurement teams, and administrative support functions. Coordinates meetings, facilitates updates, and supports collaboration across workgroups to ensure alignment on project and procurement activities. Serves as a liaison to support issue resolution and promote understanding among stakeholders. Represents Acquisition Operations in meetings and provides updates on key initiatives. 20%Compliance and Documentation:
Maintains project and operational documentation to ensure compliance with agency standards and regulatory requirements. Assists in preparing documentation for audits, reviews, and leadership inquiries. Supports development and maintenance of procedures, tracking tools, and documentation related to Acquisition Operations and IT Operational Plan activities. 15%Process Improvement and Policy Support:
Supports process improvement initiatives by analyzing workflows, identifying inefficiencies, and recommending enhancements to improve operational effectiveness. Assists in evaluating systems, procedures, and business practices related to acquisition and operational processes. Researches practices and supports implementation of improvements aligned with agency goals. 10% Knowledge, Skills and Abilities (KSAa):Knowledge of:
Planning, scheduling, and implementing complex projects, including automation strategies and compliance tracking. Texas procurement and contracting laws, methodologies, and requirements. Texas legislative process, including bill analysis, fiscal impact methodologies, and Sunset review requirements.Skills in:
Strong written and verbal communication skills for preparing reports and coordinating with stakeholders Analytical and problem-solving skills to interpret data and support operational decisions Organizational and time management skills to manage multiple priorities and meet deadlines Utilizing tracking tools, spreadsheets, and presentation software to support reporting Ability to: Coordinate multiple assignments and track progress across projects and procurements Communicate effectively with diverse audiences and facilitate collaboration Analyze information and develop clear, actionable summaries Work independently within defined guidelines and exercise sound judgment Maintain attention to detail while managing competing prioritiesRegistration, Licensure Requirements or Certifications:
Certified Texas Contract Developer, Certified Texas Contract Manager, Project Management Professional or a process improvement certification such as business analysis, Six Sigma, etc. preferred.Initial Screening Criteria:
Experience with management of projects, process improvement efforts, large contracts, or cross-division or intra-agency efforts with a coordination component is required. Bachelor's degree preferred.Additional Infrmation:
