Procurement Specialist
PROCUREMENT SPECIALIST
Encompass Community Supports, formerly known as Rappahannock Rapidan Community Services (RRCS) is hiring a Procurement Specialist. Encompass Community Supports is a Virginia State community services organization that improves the quality of life in Culpeper, Fauquier, Madison, Orange, and Rappahannock Counties by providing comprehensive mental health, substance use, developmental disability, housing, children's, and aging services. The Procurement Specialist position supports and assists with all aspects of procurement process including method of source selection, requisitions, pre-proposal bids and conferences, evaluation committee meetings, and negotiations in compliance with the Virginia Public Procurement Act, Agency procurement policies and procedures, and state and federal laws and regulations.ESSENTIAL FUNCTIONS
: Assists and performs solicitations via competitive processes, formal and informal, in compliance with the Virginia Public Procurement Act, Agency procurement policies and procedures, and State and Federal laws and regulations. Supports and assists with all aspects of procurement process including method of source selection, requisitions, pre-proposal bids and conferences, evaluation committee meetings, and negotiations. Supports, assists, researches, develops and analyzes scopes of work, specifications, evaluation methods and criteria for development of RFP's and IFB's for construction, goods, services, professional services and contracts, and reviews and drafts procurement documents. Assists and conducts negotiation of awards, annual contracts and agreements administration including change orders, and documents vendor performance. Research and analyze methods of acquiring goods and services to improve effectiveness and efficiency of the procurement process. Assists, supports procurement requisition process including review, analysis, and approvals via Agency Tyler Munis ERP system. Interviews prospective offerors and bidders to update existing knowledge of market conditions.Oversees procurement card account:
obtaining new credit cards, deactivating cards, establishing and maintaining limits and processing credit card limit increase requests. Maintains facility contact list for all service providers. Recommends and assists in development and maintenance of procurement policies and procedures. Supports and performs all other duties as assigned.EDUCATION/EXPERIENCE
High School Diploma required. Associate or bachelor's Degree preferred. Prior experience with electronic procurement software such as eVA, Tyler Munis ERP or equivalent. Three years of professional experience in public sector procurement or contract administration. Must possess experience in preparing/processing government RFP's, RFQ's, and IFB's. Virginia Contracting Associate (VCA) certification required. Willingness to obtain professional Virginia Contracting Officer (VCO) certification with one year of employment.PHYSICAL REQUIREMENTS
