Job Description
POSITION SUMMARY
The ICAP Executive Director is responsible for the overall functioning of the Agency and reports directly to the Board of Directors. The Executive Director champions the Agency's mission, advocates for low-income communities and enforces standards of excellence in program services, financial operations, staff development and community relations. ICAP's official service area includes 6 counties: Delaware, Fayette, Hancock, Henry, Rush, and Wayne counties. Additionally, ICAP manages program services in the following counties: Blackford, Grant, Jay, Johnson, Madison, Randolph, and Shelby. The Executive Director serves as the Chief Executive Officer and is responsible for the overall leadership, strategic direction, and operational oversight of the organization. The Executive Director is a mission-driven, outcomes orientated leader with a deep understanding of community action, public policy, and non-profit administration.QUALIFICATIONS
- Bachelor's degree in Business of Public Administration or related field. Master's degree preferred.
- Minimum of 5 years executive administration experience, with knowledge and background of federal and or state programs.
- Previous experience in Community Action is helpful.
- The Executive Director serves as the Chief Executive Officer and must have excellent written and verbal skills and be able to articulate Agency policies and procedures with clarity consistency.
- Proven executive leadership in a non-profit, public agency, or mission-driven organization of similar size and complexity.
- Must have a valid Indiana driver's license and vehicle liability insurance.
- Must consent and pass a limited criminal history check driver's license check.
MAJOR DUTIES/FUNCTIONS/RESPONSIBILITIES
Strategic Leadership:
Facilitate strategic planning processes, develop long-range goals, and ensure all programs align with the agency's mission.Financial Stewardship:
Oversee the Agency annual budget, ensure fiscal growth and liquidity, and maintain compliance with federal and state fiscal requirements. Ensure financial integrity and report any substantial financial irregularities to the Board and funding source as directed.Programmatic Oversight:
Ensure the high-quality delivery and compliance of core programs such as Energy Assistance, Head Start, Senior Services, Weatherization, WIC, and Community Services Block Grant.Board Relations:
Serve as a liaison to the Board of Directors, proving regular updates on agency operations, finances, and policy needs.Community Advocacy:
Represent ICAP to public officials, funders, and community partners to build strategic alliances and advocate for the needs of low-income populations. Promote community partnerships to increase Agency impact and leverage resources. Champion the needs of low-income and underserved populations.Human Resources:
Oversee the recruitment, training, and development of staff and senior management, while ensuring a safe and ethical work environment.Administrative Compliance:
Maintain full compliance with the federal organizational standards set forth from the Office of Community Services. Work with all ICAP funded programs to ensure full compliance and if appropriate, develop strategies to correct noted deficiencies.Agency Facilities:
Maintain all Agency-owned facilities and annually assess facility needs and develop maintenance and/or capital improvement repairs. Maintain annual facility operating budgets.Technology:
Advocate for technology modernization and streamline digital workflows. Ensure adequate staff training for computer automation, including the development of policy development and staff training on Artificial Intelligence and its beneficial applications.Annual Audit:
Engage qualified audit firm to conduct single agency audit annually. Provide documentation, coordinate meetings and schedule audit firm to meet with the Board of Directors annually.KEY COMPETENCIES
