SUMMARY :
This position works under the coordination and by direction of the
K'ima:
w Medical Center Chief Executive Officer (CEO) and, the Chief Operating Officer (COO) may provide line management and operation of a comprehensive health care delivery system, including public health, health prevention, and the referral process. The COO acts as a secondary lead in development of
K'ima:
w Medical Center (KMC) health care programs in keeping with the overall policies established by the Governing Board, and in compliance with regulatory guidelines, in order that the strategic objectives of KMC be attained. The work may involve lobbying various federal, state, and local agencies for cooperation in funding, program development, and participation in regional and national committees for rulemaking. This position may also act as a secondary public relations representative of the
K'ima:
w Medical Center when dealing with media outlets, emergency response units, or ad hoc committees that concern public health, wellness, or disasters. The COO, under the direction of the CEO, provides leadership and direction in ensuring the efficient, economical, and effective utilization of KMC resources to meet the identified needs of the service area through quality medical care and health service programs.
FUNCTIONS AND RESPONSIBILITIES
: Receives general supervision from the
K'ima:
w Medical Center Chief Executive Officer who makes final decisions on administrative and organizational objectives. May act as a secondary lead for the overall operation of the
K'ima:
w Medical Center Ambulatory Care Facility and other KMC health care programs, the implementation of established policies, and liaison with the Governing Board, the medical staff and the program managers of KMC. Assist with monitoring federal, state, and local medical regulations, rules, and funding sources for possible action by the Governing Board. Assists with ensuring that the
K'ima:
w Medical Center is properly staffed with qualified personnel and resources. Establishes formal means of accountability from managers. May develop reports for and attend meetings with the CEO and Governing Board regarding the policy activities of KMC as well as legislative developments which will affect the provision of health care. May inform and advise the CEO and Governing Board regarding current trends, problems, and activities in health care to facilitate policy-making. Advises on medical center policy positions to the CEO and Governing Board regarding legislation, government, administrative policy, and other matters of public policy in coordination with relevant program managers. Under the supervision of the CEO, the COO participates with the Governing Board in establishing strategic objectives for KMC based on the identified needs of the community. Participates in establishing and revising long-range plans which support KMC's philosophy and general objectives. May act as adviser, in coordination with the CEO, with various state, county, and federal agencies for the
K'ima:
w Medical Center. Must observe and adapt the local operation to Tribal, Federal, and State policies, regulations, rules, etc. Must address the complexities that arise from the special and peculiar nature that Indian Tribes and reservations as sovereign nations present with state and local relationships on health and administrative matters on a continuing basis. Ensures compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring the medical center's operations, programs, and physical properties; May initiate changes where required. May coordinate efforts of the medical staff, Governing Board and Administrative staff in the recruitment and retention of medical personnel. Works with staff and policymakers on overarching medical center policy elements, such as EHR, IPC, and other cross-departmental standards and tools. Analyzes compliance with all regulatory agencies governing health care delivery and the rules of accrediting bodies by continually monitoring the hospital's operations, programs, and physical properties; advises CEO and participates in developing changes where required. Encourages integration of the medical center with the community through effective communication; implements an acceptable public relations program. Responsible for resolving patient complaint issues and their disposition, and reporting and making recommendations to the CEO. Within these parameters, uses initiative and innovation in developing methods and recommendations to achieve desired results. May facilitate strategic planning with the Governing Board, CEO and key managers. Work results are reviewed for facilitation of the
K'ima:
w Medical Center's mission, goals and accomplishment of its objectives. Maintains professional affiliations to enhance professional growth and remain current with the latest trends in hospital legislation and regulation. Responsible for developing and implementing management training activities designed to enhance the abilities of KMC managers to provide services to the Governing Board, Administration, the community, and the patient population. May be required to work outside the traditional work schedule or work off-shift during emergency situations.
SUPERVISORY RESPONSIBILITIES
As needed, must be able to manage 12 to 15 subordinate supervisors who each supervise up to a total of 1 to 10 employees in the Dental Clinic, Senior Nutrition, Facilities Management, Security, Housekeeping, Human Resources, IT, Transportation, Project Connect Domestic Violence Prevention Program, and Administrative, as required by the CEO. This position is secondarily responsible for the overall direction, coordination, and evaluation of policy, legislative, regulatory components of the medical center. Also directly supervises Administrative staff from time to time.

By serving on the various performance improvement subcommittees individual employees are directly involved in the generation or modification of policies and procedures that enable KMC to provide continuously improving healthcare.

EXPERIENCE
Masters degree from four-year college or university, with major study in health care administration, public health administration, or related fields such as business or public administration, MPH preferred; and at least five years experience with Native American Programs which include health care administration, budgets, supervision, and work with tribal organizations and communities; OR, Bachelor degree from four-year college or university, with major study in health care administration, public health administration, or related fields such as business or public administration; and at least five years executive experience (CEO, COO, or similar key staff management position with operational authority, not program level) in the operation of a complex health care organization; OR, If no degree, at least ten years executive experience (CEO, COO, or similar key staff management position with operational authority, not program level) in the operation of a complex health care organization. Operation of Native American Programs for health care preferred.
CERTIFICATES, LICENSES, REGISTRATIONS
Current CPR Certificate or obtain within 30 days of employment.
LANGUAGE SKILLS

CONDITIONS OF EMPLOYMENT

Employee is subject to introductory and annual performance evaluations. Preference will be given to qualified Indian applicants pursuant to the Tribe's TERO Ordinance.
