Deputy Chief Operating Officer City of Hartford - Human Resources Department - 3.5 Hartford, CT Job Details Full-time $96,554.92 - $145,707.12 a year 1 day ago Qualifications Task prioritization Community relationship building Full Job Description JOB Under direction of the Chief Operating Officer (COO), provides support in overseeing City departments, programs, and operations. Assists in administering municipal programs and carrying out complex internal and external assignments. Assists, facilitates, and participates in the development and coordination of policies and activities related to the City's mission. Directs and oversees departments in conjunction with the Chief Operating Officer. Provides high-level administrative and operational management, development and implementation of short- and long-term projects, policies, and strategic goals. Oversee City-wide initiatives and operational improvements, including ensuring budget requirements and timeliness. Conducts research and makes recommendations while working collaboratively on operating policy and procedures, services, and other administrative subjects to improve operations and streamline processes and procedures. Collects and analyzes data, establishes performance metrics, and implements systems for reporting and measuring progress toward organizational priorities and goals. Completes special projects for the Chief Operating Officer and works on interdepartmental teams to respond to policy questions and issues. Performs related work as required. This position is in the unclassified service. The incumbent is appointed and reports to the Chief Operating Officer in accordance with Chapters IV and V of the City Charter.
EXAMPLE OF DUTIES
The City of Hartford seeks a candidate who has an ability to commit to the mission, vision, and values of the City and the community it serves. The ideal candidate would possess the following:
Knowledge of:
A variety of computer software including Microsoft Project.

Administrative principles and methods of project planning and policy development and implementation.

Principles and practices of public administration, financial management, and intergovernmental relations.

Principles and practices of project management in a Municipal setting.

Research methods and data analysis.

Ability to: Organize complex information into clear, actionable insights.

Drive strategic planning, policy development, and execution.

Analyze data, identify trends, and provide data-driven recommendations to guide strategic decision-making.

Manage multiple projects, deadlines, and priorities simultaneously while working under pressure.

Prepare and present clear, concise, and persuasive proposals, reports, correspondence, analytical studies and other written materials.

Establish and maintain highly effective working relationships with managers, elected and appointed officials, staff, community and business leaders, the media, and others encountered in the course of work.
