USSOCOM J3-I
Engagement Branch.

The Integration and Assessment SME is responsible for a range of activities critical to maintaining the fidelity of the Division's efforts and resource investments. Key areas of responsibility include drafting and maintaining supporting country plans; supporting the planning, coordination, and execution of international engagement events; and managing and maintaining all Memorandums of Agreement and Memorandums of Understanding (MOA/MOU) in support of J3-I personnel exchanges. This role ensures all initiatives remain completely integrated with the broader USSOCOM Enterprise and are annually assessed and evaluated for Return on Investment (ROI). Employment is contingent upon contract award. Location MacDill, AFB, Tampa FL Clearance - TS/ SCI eligible
Qualifications/ Requirements Clearance:
Active Top Secret / SCI clearance required. Master's degree in International Relations or Economics, paired with 2 years of formal negotiation experience or advanced academic coursework. Minimum 10 years as a Foreign Area Officer or Foreign Service Officer on an embassy country team/USAID, and graduate of the FSI or military equivalent program. Minimum 3 years of direct experience driving policy, strategy, and international agreements at a federal agency, GCC, or service headquarters.
Agreement and Policy Literacy:
Direct experience processing, staffing, or managing formal military-to-military agreements, specifically MOAs, MOUs, and FLO/EXO frameworks.
Assessment & ROI Competency:
Demonstrated experience building or executing quantitative/qualitative assessment metrics to evaluate international military engagement effectiveness.
Staff Coordination:
High proficiency in preparing and tracking formal staff packages up to Chief of Staff-level approval. Duties /
Responsibilities Partnership Documentation:
Assist in drafting, staffing, and coordinating plans, roadmaps, and MOA/MOUs in strict accordance with the USSOCOM partnership plan and Commander's guidance.
Negotiation Staffing:
Process, coordinate, and track to completion all staffing actions regarding international negotiations between USSOCOM and partner nations for Foreign Liaison Officer / Exchange Officer (FLO/EXO) presence.
Agreement Database Management:
Maintain a comprehensive database of all USSOCOM international agreements affecting J3-I exchange and liaison officers, as well as SOF Liaison Officer (SOLO) placement.
Staff Packages:
Prepare formal staff packages for Chief of Staff-level approval for all J3-I related international agreements.
New Country Onboarding:
Support the development and staffing of engagement plans and strategies that directly support the negotiation of MOAs for new countries.
OA&I Tracking:
Draft and maintain detailed country plans for J3-I partner nations that outline USSOCOM and respective partner nations' Operations, Activities, and Investments (OA&Is).
Enterprise Liaison:
Conduct direct liaison with Theater Special Operations Commands (TSOCs) and relevant Headquarters Directorates to ensure country plans are fully aligned with TSOC and HQ priorities and objectives.
Fidelity & Cross-Branch Coordination:
Coordinate with other J3-I branches and sections to collect, verify, and maintain accurate information regarding J3-I country plans.
ROI Metrics & Evaluation:
Provide quarterly updates and comprehensive annual assessments of J3-I country plans to evaluate efficacy and

Preparation:
Prepare engagement plans to ensure FLO/EXO talking points are effectively integrated into Key Leader Engagements (KLEs).
Event Planning:
Provide dedicated Subject Matter Expert support to the planning and coordination of international engagement events.
Security Procedures:
Perform critical close-out and escort duties as part of the Division's Security Procedure.
