Historically, we have served over 6000 individuals annually. This role monitors and managers the effectiveness and efficiency of all programs and departments across both sites, translating the strategic vision of leadership into actionable plans, fostering a high-performance culture, and ensuring operational excellence and compliance. The COO serves as a key internal leader, allowing the CEO to focus on external relations, fundraising, and long-term strategy. Essential Duties and Responsibilities 1. Strategic Leadership and Operations Management
- Collaborate with CEO to execute the organization's strategic plan and translate it into clear, measurable operational goals.
- Oversee the implementation of operational policies, guidelines, and procedures to ensure consistency and quality across all departments and both sites.
- Serve as a key advisor to the CEO on organizational performance, operational issues and strategic initiatives.
- Drive a culture of continuous improvement, data-driven decision-making and organizational efficiency to maximize impact. 2. Program(s) Oversight and Support
- With the Programs Director, provide leadership and support for the programmatic departments: Interim Housing, Street Outreach, Drop-In, Emergency Overnight and Permanent Supportive Housing.
- With the Development Director, provide leadership support for the development departments: Grant Writing; Volunteer Management and Marketing & Communications.
- Ensure all programs and services operate effectively and ethically, aligning with LPCS's mission and values.
- With the Programs Director, monitor and evaluate program outcomes, ensuring the services meet high standards of quality and compliance with all funding requirements.
- With the Development Director, monitor and evaluate development program outcomes, ensuring activity and actions meet the highest standards of LPCS.
- Help foster effective communication and collaboration between program teams at both locations and between departments. 3. Financial and Administrative Management
- Work in partnership with the CEO and Finance department to develop, manage and monitor the annual operating budget.
- Ensure sound fiscal management by reviewing monthly financial reports, controlling expenses, and ensuring financial compliance.
- Monitor departmental expenditures in line with the overall organizational budget.
- Serve as a liaison between Finance and all departments to ensure alignment and fiscal accountability. 4. Human Resources Management
- Provide oversight and direction to the Human Resources department, ensuring best practices in recruitment, onboarding, performance management, and talent retention for all LPCS staff.
- Provide oversight and guidance for Professional Development training.
- Cultivate an inclusive, high-performing organizational culture and positive work environment across all sites.
- Ensure LPCS's HR policies and procedures are compliant with all relevant federal, state and local labor laws and regulations.
- Act as a key decision-maker for sensitive staffing matters, including disciplinary actions and terminations.
- Serve On-Call for urgent departmental and organizational needs. 5. Facilities and Risk Management
- Oversee the Facilities department, ensuring that both shelter sites are well-maintained, safe and compliant with all health and safety regulations.
- Develop and implement organizational policies and procedures to effectively manage operational risk across all sites and programs.
- Ensure business continuity and crisis management plans are in place and regularly reviewed.
- Plan for uncertainties of facility and equipment maintenance, repair and replacement. 6. Qualifications
- Bachelor's degree required; an MBA, MPA, or other related advanced degree is strongly preferred.
- 7-10+ years of progressive leadership experience, with a minimum of 5 years in a senior operational management role within a nonprofit or human services organization.
- Demonstrated experience in a multi-site or multi-program operational role, preferably in the Chicago area.
- Proven record of accomplishment and success in managing a diverse team of approximately 40+ staff across multiple departments.
- Strong leadership, communication, and interpersonal skills, with a collaborative leadership style.
- Deep understanding of nonprofit finance, human resources, facilities, and program management.
- A passion for the mission of serving individuals experiencing homelessness. 7. Knowledge & Skills
- Knowledge of human service delivery and resources for homeless populations preferred.
- Strong multi-tasking skills with demonstrated ability to manage multiple projects at once required.
- Excellent collaborative and organizational abilities required.
- Demonstrated knowledge of and experience working directly with individuals through approaches that emphasize resiliency, strength-based development, and trauma informed care.
- Overall flexibility in work schedule required, including weekends, evenings and holidays as needed.
- Excellent verbal and written communication skills required.
- Strong organization and management skills.
- A strong interest in LPCS's mission and vision required.
- Experience utilizing data dashboards and other metrics to improve staff performance is preferred.
- Strong experience with Microsoft Suite of programs; accounting software familiarity

- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 30 pounds at times.
- Must be able to quickly access various departments of each site and partner offices, as necessary.
