(Housing and Supportive Services) Summary:
Responsible for the overall coordination of housing and homeless outreach services, PATH. Housing programs include Supervised Independent Living at River Oaks funded by AAHSD, as well as Crisis Housing and Crisis Stabilization funded by Imperial Calcasieu Human Services Authority. In addition, the Regional Supervisor is responsible for planning, supervising, and implementing the most effective use of financial and human resources in meeting the programmatic and organizational goals of the housing program as well as prescribed Service Plans for clients. This individual will also be responsible for travel to sites in Region IV and Region V (Calcasieu, Cameron, Beauregard, Allen, and Jefferson Davis Parishes). Regional Supervisor is also responsible for the management of personnel, ensuring programs operate in compliance according to contract and/or regulations, meet organization standards, operate within approved budget and establish positive employee relations. Regional Supervisors are under the direct supervision of the Vice President of Program Operations. Position Type Full Time, Exempt Essential Functions Supervises assigned personnel, including front line supervisors, program coordinators and/or support staff Plans, implements, administers and evaluates programs that provide services to the public Assesses community needs to foresee opportunities for program growth and expansion Prepares and administers program budgets with administrative oversight Analyzes policies and procedures to improve program efficiency and effectiveness Manages human resources operations by ensuring staff are oriented, trained properly, understand discipline guidelines, monitoring, appraising and reviewing staff job responsibilities Negotiates, administers and monitors contracts Manage personnel matters for the program in compliance with organizational policies, licensing, and funding source requirements Liaison for all funding sources and attends Annual ImCal and AAHSD Contract renewals Monitor staff orientation and in-service training in compliance with funding source requirements Develop and maintain an approved operational manual Coordinate the development of program goals and objectives and participate in the development of organizational goals and objectives Investigate all client and staff complaints Work on special projects with administrative staff Confer with the Vice President Of Program Operations regarding programs, policies, procedures and operational problems Prepare and monitor all program expenses to ensure that programs operate within the approved budget(s) Relay accurate information to direct service staff from supervisors' meetings with the VP of Program Operations Represent the agency in meeting with Office of Behavioral Health, community mental health centers, committees, community agencies and other public groups Provide ongoing monitoring of State and/or Federal requirements and contract terms Foster an environment that promotes development and professional growth of employees Carry out and document quality assurance activities and review use of program services Analyze, summarize and review data and prepare reports, requests and proposal for AAHSD, Imperial Calcasieu Human Services Authority and Annual VOASCLA National Data collection Participate in quarterly Safety Committee Meeting and complete Incident Report Summaries on the agency's behalf Completes and submits client authorizations in a timely manner in addition to ongoing to ensure agency compensation of appropriate funds. Problem Management Supervisory Responsibility Yes Required Education and Experience:
Bachelor's Degree in Human Service related field followed by at least 5 years of professional level experience providing mental health services. Management and administrative experience is desired and preferred. Ability to supervise staff at multiple locations Good written and verbal skills including the ability to write correspondence, policies and reports Physical Demands While performing the duties of this job, the employee is frequently required to stand; walk; sit, use hands, handle, or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; talk or hear; taste or smell. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. While performing the duties of this job, the employee can sometimes be exposed to weather conditions. The noise level in the work environment is usually moderate.
