Job Description

Job Summary:
The Chief Operating Officer is responsible for the strategic oversight, administration, and compliance of all federal, state, and private grant programs supporting Mallory Community Health Center (MCHC), a Federally Qualified Health Center (FQHC). This position ensures full compliance with all grant requirements, including those associated with Section 330 funding, while maintaining strong internal controls, reporting systems, and program accountability. The Chief Operating Officer provides leadership for the organization's compliance infrastructure, including oversight of Risk & Safety and Risk & Regulatory Compliance functions, ensuring alignment with regulatory requirements and organizational policies. This role serves as a key liaison between executive leadership, program staff, and regulatory agencies to ensure effective grant performance, audit readiness, and continued funding success.
Essential Duties and Responsibilities:
Executive Leadership & Operations Management:
Provide executive oversight and operational leadership for all organizational operations and clinic sites Direct day-to-day operational activities to ensure efficiency, productivity, and high-quality patient care services Develop and implement operational strategies aligned with organizational goals and objectives Collaborate with the CEO in strategic planning, organizational growth, and operational development initiatives Ensure operational consistency across all departments and service locations Monitor organizational performance metrics and implement operational improvements as needed Lead initiatives focused on improving patient access, workflow efficiency, patient satisfaction, and service delivery Assist with the development and implementation of organizational policies and procedures Ensure organizational readiness for expansion projects, new services, and operational initiatives
Grants Management & Compliance Oversight:
Provide executive oversight of all federal, state, local, and private grant programs Ensure full compliance with grant requirements, reporting obligations, and funding conditions Oversee grant lifecycle management, including application support, implementation, monitoring, reporting, and closeout Monitor grant performance outcomes and organizational deliverables Ensure compliance with Uniform Guidance (2 CFR Part 200) and all applicable grant regulations Collaborate with department leaders to align grant-funded programs with operational goals Ensure accurate maintenance of grant documentation and records Support grant sustainability and funding opportunities that align with organizational priorities FQHC & Section 330
Program Oversight:
Ensure compliance with all Health Center Program requirements under Section 330 Monitor adherence to HRSA operational and regulatory requirements Lead organizational preparedness efforts for HRSA Operational Site Visits (OSVs), audits, and compliance reviews Coordinate responses to HRSA findings, requests, and corrective action plans Ensure proper operational implementation of HRSA program requirements across all departments Promote continuous readiness for federal and state compliance monitoring activities 340
B Program Oversight:
Provide executive oversight of the 340B Drug Pricing Program Ensure compliance with all 340B program requirements, policies, and audit standards Monitor internal controls related to pharmacy operations, drug purchasing, and inventory management Ensure audit readiness and compliance documentation for the 340B program Collaborate with pharmacy leadership and finance staff regarding 340B optimization and compliance initiatives
Risk Management, Safety & Regulatory Compliance:
Provide direct leadership and oversight of: Risk & Safety Officer Risk & Regulatory Compliance Officer Ensure organizational compliance with regulatory, safety, and accreditation standards Oversee risk management activities and mitigation strategies throughout the organization Ensure implementation and monitoring of workplace safety initiatives and emergency preparedness plans Lead compliance investigations, incident reporting reviews, and corrective action implementation Promote a culture of compliance, patient safety, and accountability across the organization Monitor trends, risks, and operational vulnerabilities, and implement improvement initiatives
Financial & Administrative Collaboration:
Collaborate closely with the CFO regarding: Operational budgeting Grant expenditures Financial planning Internal controls Organizational sustainability Assist with the development and monitoring of operational budgets Ensure operational expenditures align with approved budgets and funding requirements Support financial audits and compliance reviews Assist leadership in identifying operational efficiencies and cost-saving opportunities
Human Resources & Staff Leadership:
Provide leadership, guidance, and accountability to operational and compliance staff Assist with workforce planning, operational staffing, and organizational development initiatives Promote employee engagement, collaboration, and professional development Ensure operational leaders maintain compliance with organizational policies and procedures Support performance management and accountability processes
Quality Improvement & Organizational Performance:
Promote continuous quality improvement initiatives throughout the organization Monitor operational performance indicators and organizational outcomes Assist with the implementation of performance improvement plans when necessary Ensure departments operate in alignment with organizational standards and strategic objectives Support accreditation readiness and performance excellence initiatives
Reporting & Executive Communication:
Provide regular operational and compliance reports to the CEO and executive leadership team Present operational updates, challenges, risks, and recommendations to executive leadership and the Board of Directors as requested Escalate issues impacting operations, compliance, funding, or organizational performance Maintain effective communication with internal departments and external agencies
Supervisory Responsibilities:
Directly supervises and/or provides executive oversight for: Grants Department Risk & Safety Officer Risk & Regulatory Compliance Officer Operational leadership staff as assigned Additional departments or operational functions as designated by the CEO Education and/or
Work Experience Requirements:
Bachelor's Degree in Healthcare Administration, Public Health, Business Administration, Finance, or related field required Master's Degree in Healthcare Administration (MHA), Business Administration (MBA), Public Health (MPH), or related field preferred Minimum of 7-10 years of progressive leadership experience in healthcare operations, grants management, compliance, or executive administration Minimum of 5 years of leadership experience within a Federally Qualified Health Center (FQHC) or similar healthcare organization preferred
Preferred Qualifications:
Experience managing Section 330 grant funding and HRSA compliance requirements Experience overseeing healthcare operations in a multi-site environment Knowledge of the 340B Drug Pricing Program Experience with federal grants management and operational compliance Experience leading operational improvement and organizational growth initiatives Experience preparing organizations for HRSA Operational Site Visits (OSVs), audits, and regulatory reviews
Certifications/Licenses:
Basic Life Support (BLS/CPR) certification preferred Certified Healthcare Executive (FACHE) preferred Certified in Healthcare Compliance (CHC) preferred
Working Conditions:
Work is performed in a professional healthcare environment. Occasional travel between MCHC clinic sites and external meetings may be required. The role requires interaction with executive leadership, staff, patients, regulatory agencies, community partners, and board members.
Travel Requirements:
Occasional travel to other clinic sites, as necessary for optimum performance of duties and responsibilities.
