EMS Chief of OperationsJob Overview We are seeking an experienced and highly motivated EMS Chief of Operations to provide senior operational leadership for our ambulance service. This role is responsible for the daily administration, staffing, operational performance, quality assurance, fiscal coordination, regulatory compliance, and community-facing activities of the organization. The Chief of Operations reports directly to the Board of Directors and serves as a key leader in ensuring that emergency medical services are delivered safely, efficiently, professionally, and in compliance with applicable federal, state, local, and EMS regulatory requirements. The ideal candidate will be a strong operational leader who can balance field response readiness, personnel accountability, administrative responsibilities, financial stewardship, and community partnership. Key ResponsibilitiesLeadership and Administration Establish, communicate, and maintain operational priorities for the ambulance service. Provide direct supervision and leadership to EMS personnel and administrative staff. Foster a professional, accountable, team-oriented, and performance-driven culture. Attend Board meetings, municipal meetings, and other stakeholder meetings as needed. Prepare and present formal operational updates, reports, and recommendations. Perform other duties as assigned. Operational Oversight Oversee daily EMS response operations, staffing deployment, and service readiness. Monitor operational performance, response activity, staffing needs, and service metrics. Prepare monthly statistical and written reports for leadership and the Board. Coordinate interagency response activities, emergency preparedness, and disaster planning. Ensure equipment, vehicles, supplies, and operational resources are available and maintained appropriately. Quality Assurance and Compliance Support and oversee QA/QI activities in collaboration with the QA Committee. Review incident reports and initiate corrective action or follow-up as needed. Ensure complete, accurate, and timely documentation of patient care reports and trip sheets. Maintain compliance with applicable EMS regulations, legal requirements, patient confidentiality standards, Equal Employment Opportunity requirements, and other federal, state, and local laws. Personnel Management Recruit, orient, train, supervise, and evaluate EMS staff. Conduct probationary reviews and provide structured feedback to personnel. Oversee employee timekeeping, PTO tracking, scheduling coordination, payroll processing, and related HR filings. Support continuing education, required competencies, and professional development. Promote workplace safety and accountability across all areas of operation. Financial and Administrative Oversight Process payroll through applicable scheduling and payroll systems, including Aladtec and ADP. Process payments, prepare bank deposits, and coordinate with the billing vendor. Coordinate supply ordering and manage operational expenditures within budget expectations. Process subpoenas, documentation requests, invoicing, and other administrative requests as required. Support fiscal accountability through accurate reporting, responsible resource use, and timely administrative follow-through. Community and Public Relations Represent the ambulance service at public events, municipal meetings, and community functions. Maintain collaborative relationships with emergency services, healthcare partners, municipal leaders, and community stakeholders. Support public education initiatives related to EMS, emergency preparedness, and community health. Education and Experience Post-high school certification program required; a combination of relevant education and experience may be considered in lieu of a formal post-high school certification program. Leadership or management training preferred. Relevant EMS, healthcare, public safety, or emergency services leadership experience preferred. Demonstrated ability to lead teams, manage operations, solve problems, communicate clearly, and work collaboratively with internal and external stakeholders. Certification and Licensure Requirements Current BLS certification required. ACLS and PALS certifications preferred. Current Pennsylvania EMT-A, Paramedic, or PHRN certification required. Emergency Medical Services Vehicle Operator certification required. Current valid driver's license with acceptable driving record required. NIMS 700, 800, 100, and 200 training required within 60 days of hire. Hazmat Awareness or higher training required within 60 days of hire. Ability to multitask and manage competing operational and administrative priorities. Computer skills, including use and navigation of scheduling, payroll, reporting, and documentation systems. Physical Requirements and Work Environment This position requires the ability to perform both administrative and operational EMS duties. The Chief of Operations must be able to communicate clearly in person and by telephone, accurately document information by writing or typing, and read information from printed materials and computer screens. Physical demands may include frequent standing, walking, fine manipulation, driving, bending, lifting, and reaching. The role may require lifting and carrying up to 100 pounds with assistance, operating emergency vehicles and medical equipment safely, and working extended periods at a desk for administrative, reporting, scheduling, payroll, and documentation functions. The work environment may include exposure to bloodborne pathogens, communicable diseases, dust, gas, fumes, chemicals, noise, extreme heat or cold, vibration, uneven ground, emergency scenes, hazardous conditions, and variable weather. Appropriate protective equipment may be required. Salary is competitive and commensurate with experience.
Expected range:
$75,000 - $85,000 annually.
