Our work includes schools, colleges, municipalities, airports, ADA improvements, site development, HVAC, electrical, concrete, and general construction projects. We are seeking a highly motivated and experienced Chief Operating Officer (COO) / General Manager to oversee daily operations and help lead the next phase of company growth. Position Overview This is a senior executive leadership position reporting directly to the President/CEO. The selected candidate will be responsible for managing the day-to-day operations of the company, overseeing project execution, supervising personnel, improving systems and processes, and driving operational excellence across all departments. The ideal candidate is a proven construction leader capable of managing multiple public works projects while building strong teams and creating scalable systems that support continued growth. Key ResponsibilitiesOperations Management Lead and oversee all company operations. Manage Project Managers, Superintendents, Foremen, Estimators, and office staff. Develop and implement operational procedures and performance standards. Conduct weekly operations meetings and project reviews. Improve efficiency, accountability, and profitability across all departments. Project Oversight Monitor project schedules, budgets, manpower, production, and quality. Review and oversee contracts, subcontracts, change orders, RFIs, submittals, and closeout documentation. Ensure successful execution of multiple projects simultaneously. Work closely with owners, architects, engineers, inspectors, and public agencies. Public Works & Union Compliance Ensure compliance with California public works requirements. Oversee prevailing wage and certified payroll compliance. Maintain DIR compliance and labor compliance requirements. Coordinate workforce planning with union labor partners and subcontractors. Ensure compliance with collective bargaining agreements and applicable labor regulations. Strategic Leadership Assist ownership with company growth initiatives. Support business development and client relationship management. Help recruit, mentor, and develop future company leaders. Identify opportunities for operational improvements and long-term scalability. QualificationsRequired Minimum 10 years of construction management experience. Minimum 5 years in an executive, operations, or senior leadership role. Strong background in public works construction. Experience managing multiple concurrent construction projects. Knowledge of California prevailing wage requirements. Experience with certified payroll and DIR compliance. Strong leadership and team management skills. Excellent communication and organizational abilities. Valid California Driver License. Preferred Experience with union-signatory contractors. Experience managing annual revenues exceeding $10 million. General Engineering and General Building construction experience. Design-build experience. Familiarity with Procore, Bluebeam, Microsoft Project, QuickBooks, and construction management software. Degree in Construction Management, Engineering, Business Administration, or related field.
