HB21-1097
provides that the Behavioral Health Administration (BHA) was created to be a single-state entity. It was established under CDHS as of July 1, 2022, and provides administrative and "back-of-the-house" support as long as the BHA remains under CDHS' purview. The Behavioral Health Administration (BHA) is the state administration responsible for ensuring all people in Colorado have access to quality mental health and substance use disorder services, regardless of where they live or their ability to pay. BHA helps bring together community groups and governmental agencies to design a behavioral health system for all people in Colorado that is easy to access and offers high-quality care that considers the whole person and their needs. BHA impacts the behavioral health system by continuously improving the access to, and quality of, affordable care; reducing stigma so that the people of Colorado feel confident and comfortable seeking support and/or treatment for their mental health and substance use disorder; providing ways to find care that are free and confidential; engaging with diverse community groups and providers to expand services; and recruiting and retaining the workforce to support the people of Colorado. The Behavioral Health Administration (BHA) is responsible for policy development, service provision and coordination, program monitoring and evaluation, and administrative oversight of the public behavioral health system. BHA funds, supports, and monitors numerous mental health and substance abuse community programs and providers, reviews and designates the State's 27-65 providers, and licenses substance use disorder service providers. BHA executes the State's federal responsibilities as the State Mental Health Authority and the State Substance Abuse Authority for the purposes of administering federal mental health and substance abuse block grant funds BHA Strategic Operations is an operational unit responsible for overseeing operational functions critical to the success of the BHA Strategic Operations and leads the BHA's teams responsible for Technology and Data, Financial Services, People Operations, and Communications. Strategic Operations' goal is to provide excellent user experiences, quality customer service, efficient workflows, data and analytics, and high-quality support so that BHA can achieve its goal of providing Behavioral Health to all people in Colorado. About this
Position:
The Deputy Commissioner of Administration provides direction and leadership for the following Divisions/Units that support BHA program staff: People Operations, Behavioral Health Technology and Data, Financial Services, 988, and Communications. This position provides oversight and direction in the design, implementation, goal setting, program outcomes, and performance management for Administrative Operations. The Deputy Commissioner of Administration develops tools and systems to provide critical financial, people operations, and operational information to the BHA Commissioner and the Core Executive Team. The Deputy Commission of Administration works with the CFO to align departmental budgets with long-term strategic goals, ensuring fiscal discipline across the Department. This position leads procurement and vendor management strategies, ensuring compliance with state fiscal rules and the Office of State Controller. The position ensures that budget and finance processes encompass compliance and high standards for operations. This position has a strong technology acumen to drive the data and technology systems required for a Statewide Behavioral Health System. This position is responsible for overseeing the digital application portfolio, data governance and infrastructure of products, and associated services, ensuring the delivery of strategic value to the state's behavioral health services. This role is responsible for aligning technology initiatives with the broader BHA organizational goals, managing health program evaluation and data analytics functions, and driving innovation across the state's behavioral health technology and data systems. This position oversees the development of a technology ecosystem that supports the BHA's transition through data and analytics of the behavioral Health system. To advance BHA's strategic priorities and goals, this position executes and/or oversees the development of reports, funding requests, provides data for legislative reports, leads data infrastructure, and other initiatives. This position works closely with the Colorado Digital Services and the Governor's Office of Information Technology to ensure alignment of the State technology standards and infrastructure. This position guides the development of technology and data funding requests, legislative proposals, and strategic partnerships that advance the BHA's mission and enhance its impact across the state. This work includes building and maintaining collaborative relationships with a wide range of partners and stakeholders within BHA and statewide, including the Governor's Office of Information Technology (OIT), CDHS's BITS Department, HCPF, CDPHE, the Governor's Office of State Policy & Budgeting (OSPB), the General Assembly's Joint Technology Committee (JTC), and others.
Summary of Duties:
Operations and Service Management:
Supervise staff to carry out operations in support of BHA in the functional areas: People Operations, Behavioral Health Technology and Data, Financial Services, and Communication. Advise the Commissioner, other Deputy Commissioners, and Division/Unit Directors about operations, policy, and management of these functional areas. Establish and restructure staffing patterns and systems as necessary to provide for optimal operations support activities. Lead the development and implementation of administrative systems and structures. Lead and support efforts to continually improve service delivery practices and processes to maximize BHA resources and achieve operational excellence. Report and monitor quality systems and processes that optimize the delivery of administrative services across BHA. Develop policy recommendations and manage BHA operations to maximize productivity and resource allocation, while leading all People Operations activities to foster an inclusive culture where team members can thrive, and organizational goals are achieved. Oversees the development and execution of comprehensive strategic communications plans for the BHA in coordination with the Governor's office and collaboration with the BHA communications team, with a focus on thought leadership, executive positioning, and proactive brand building through earned media, social media, events, and digital platforms. Oversees the financial operations of the Behavioral Health Administration (BHA), as well as tracking public behavioral health dollars across the system. Ensures the designation and oversight of the HIPAA Security Officer and the HIPAA Privacy Officer roles as defined and required by HIPAA Ensure the development and enforcement of HIPAA compliance Policies and Procedures across the workforce that align with the Privacy Rule, Security Rule, and Breach Notification Rule. Ensures organizational policies and procedures support regular HIPAA training for all employees handling PHI, ensuring they understand privacy and security requirements and their responsibilities under HIPAA.
Planning & Policy Direction:
Develop, communicate, and negotiate, at the direction of the Executive Director, policy positions and actions that reflect the priorities of BHA. Ensure compliance with and enforcement of applicable laws and regulations related to functional areas of Strategic Operations. Consult with the Governor's staff and state and federal agencies concerning procedural matters in the functional areas. Represent the Commissioner in matters with the Governor's office. Implement business strategies and plans to align with the short and long-term objectives developed in tandem with the Commissioner. Works with the Leadership Team to develop and implement plans for the operational infrastructure of systems, processes, and employees to achieve business goals. Ensures that electronic PHI (ePHI) is stored, transmitted, and accessed securely. Oversee and ensure budget continuity for all technical systems and resources. Ensures federal grants and annual state budgeting processes include considerations for technical resources needs.
Leadership and Supervision:
Serves as the Appointing Authority. This position is actively involved in recruitment and retention of Department personnel, utilizing established procedures, and starting the hiring process, interviews applicants, and recommends hire, promotion, or transfer. Provides oversight of all
Units Supervisory Personnel:
supervision, timekeeping, progressive discipline (inclusive of issuing Corrective/Disciplinary Actions and conducting Personnel Board Rule 6-10 Meetings), second level signature of performance planning and appraisal (PMAP), training and staff competency, etc. Completes corrective and or disciplinary actions. Position has thorough knowledge of State Personnel Rules and related CDHS policies. Acts as a strategic partner on the leadership team and works closely with the team to ensure they are meeting performance expectations. Establish and nurture highly effective relationships with employees, customers, and stakeholders that support and advance business goals and objectives. Establish and promote a positive service culture. Work to remove barriers that hamper inter-department communications. Provide oversight to establish and maintain two-way communication between key customers and stakeholders to ensure the achievement of BHA's mission and goals. Provide performance management through feedback and coaching. Address performance issues in a timely and responsible manner and effectively recognize high performers. Articulate changes in organizational and business priorities to staff in ways that encourage action and support. Support the development of employees that results in improved performance. Create and maintain a work environment that builds talent to ensure the continuity of leadership for the organization.
Partnership Relations:
As a senior leader, building and maintain strong relationships with senior officials, state agencies, legislators, and community partners to coordinate human services programs and carry out the mission of the BHA. Work closely with Division Directors and Chiefs to streamline business processes. Review the work of other regulators, constituents, and key stakeholders to anticipate and identify potential issues that may impede BHA results and work collaboratively to resolve issues and find acceptable solutions. Collaborates with the management team to develop and implement plans for the operational infrastructure of systems, processes, and personnel designed to accommodate the objectives of the organization. Represents BHA and the Commissioner at speaking engagements, external meetings, conferences, events, and other community activities.
Technology and Data Management:
Oversee the design and building of a statewide digital services system and products that get people the behavioral health support they need, faster, accurately, and in alignment with organizational objectives. Drives the production of actionable data insights through analytics and health evaluation that produce better outcomes. Oversee Data Governance principles and data access to drive accountability and continuous improvement. Responsible for data quality and information flow between providers and the BHA, reducing administrative burden. Oversees maintaining the critical data infrastructure that supports the delivery of BHA services and monitors their performance. Strong understanding of the complexity of health data interoperability and evaluation approaches to support the BHA mission. Influence and shape statewide health technology and data policy by representing the BHA in high-level health and human service negotiations and initiatives
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights Experience:
Ten (10) years of progressively responsible professional experience in budgeting, finance, or technology, culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least: Two (2) years of professional public or business administration experience that included establishing organizational structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.

Bachelor's degree AND at least six (6) years of progressively responsible professional experience in budgeting, finance, or technology culminating in senior-level management of a complex (multi-disciplinary) organization that must have included at least: Two (2) years of professional public or business administration experience that included establishing organization structure, developing strategic work plans, budget development and control, setting goals and objectives to achieve program results, and fostering a team environment.
