JOB DESCRIPTION ENVIRONMENT SUSTAINABILITY MANAGER CITY MANAGER

Under limited supervision, this position is responsible for providing management and oversight of the Office of Sustainability, incorporating environmental sustainability in City operations and supporting City sustainability priorities through programs and innovative initiatives. Reports to the Housing and Neighborhood Services Department Director.ESSENTIAL JOB FUNCTIONS
Responsible for the development and implementation of the Newport News Climate Action Plan of citywide sustainability programs to reduce environmental impacts, protect ecosystems and pursue community climate equity. Supports various Citywide Environmental Sustainable initiatives and other Citywide, regional, State, and/or National initiatives to build a framework for providing a sustainable, healthy environment. Provides guidance on emerging sustainability strategies and applicable laws and regulations; interacts with local, state, and federal regulatory agencies, academic institutions, and other organizations to collaboratively build sustainability systems. Provides information and support to City departments for environmental performance practices such as "green building," energy management, transportation alternatives, and resource conservation. Responsible for budget preparation for the Office of Sustainability; works to identify and pursue funding sources to include state and federal funds, private grants and City funding to support environmental and sustainability initiatives. Develops and maintains metrics to monitor performance of environmental management and eco-friendly programs, including cost-benefit analyses, energy consumption, return on investment, pollutant reductions, water quality, air quality, and waste diversion practices. Facilitates internal and external collaboration to support City environmental and sustainability efforts. Organizes and manages a Citywide sustainability team in developing and implementing environmental and sustainability policies and procedures. Serves as the City's key advisor on environmental sustainability project updates and issues; communicates regularly with the department management teams, division administrators and City Council and City management. Responds to inquiries from staff, community and elected officials and other governmental agencies. Performs other duties as assigned. PC# 22243 Page 1 of 3Revised:

Environmental Management- Thorough knowledge of the scientific principles involved with environmental systems affecting land, water and air usage to include pollution control, environmental health and safety, and applicable federal, state and local regulations.
- Thorough knowledge of strategic planning principles and theories to ensure a path to achieve defined goals and objectives, as well as implementing plans to accomplish desired outcomes. Thorough knowledge of research and analysis methods and techniques; thorough knowledge of statistical analysis and forecasting techniques. Project Management
- Knowledge of organizing, planning, coordinating, managing and directing comprehensive conservation projects.

REQUIRED ABILITIES
Communication- Excellent ability to communicate complex ideas verbally (including public speaking) and in writing to a diverse array of audiences including but not limited to the general public, public officials, businesses, and the scientific community. Computer Skills
- Ability to utilize a personal computer with word processing, spreadsheet and related software with reasonable speed and accuracy. Financial Management
- Ability to perform arithmetic, algebraic, and statistical applications.
EDUCATION AND EXPERIENCE
Requires a Bachelor's Degree in Environmental Science, Engineering, Business Administration, Public Administration, or a related field and 5-7 years of progressive environmental or sustainability program management experience, or an equivalent combination of education and experience. 05/01/2026 in a related field is preferred. Leadership in Energy and Environmental Design Accredited Professional (LEED AP) certification or Envision Sustainability Professional (ENV SP) credential is preferred.ADDITIONAL REQUIREMENTS
An acceptable general background check to include a local and state criminal history check, and a valid Virginia driver's license with an acceptable driving record.PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work Some lifting, carrying, pushing, and/or pulling of objects and materials of light weight (5- 10pounds).
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.ENVIRONMENTAL EXPOSURES
Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, weather, fumes, smoke, temperature and noise extremes, hazardous materials, fire, traffic hazards, toxic agents, explosives, firearms, violence, disease or rude/irate persons.
