NoPOSITION SUMMARY
The Director of Contracts & Grants is responsible for developing, coordinating, and implementing the policies, processes, and system's related to contracts and grants to manage contracts & grants org-wide, including but not limited those at the Maniilaq Health Center (MHC). This position works cooperatively with managers across the organization, and reports to the Chief Financial Officer (CFO).PRINCIPAL DUTIES AND RESPONSIBILITIES
Maintains Contract Safe, the system Maniilaq uses for maintaining all contracts and agreements (e.g., MOU's). Provides regular reports to managers and leadership to assist with optimal contract management. Develops processes specific to contracts across the organization (e.g., TDY contracts, and Federal, State and other sources of contracts and grants). Works closely with Finance to monitor contract compliance to ensure managers are managing their contracts appropriately, and to help keep within fiscal parameters associated with a specific contract. Facilitates and manages the contract approval process. Advises managers on compliance with contractual rights and obligations. Coordinates and assists with developing policies, procedures and systems to support and facilitate efficient contract review and generation. Works with Finance, Legal and appropriate supervisors to ensure appropriate drafting, bidding, selecting and entering into contracts. Works collaboratively with the Chief Compliance Officer on activities associated with mitigating the organizations risk exposure as appropriate to the situation(s). Administers and maintains all aspects of Maniilaq's property, casualty and workman's compensation insurance programs, and maintains the relationship with insurance brokers. Maintains the Occupational Safety and Health Administration 300 Log in collaboration with the Safety Officer. Conducts gap analyses for existing policies, procedures and systems and ensures such gaps are addressed. Customarily and regularly exercises discretion and independent judgement in developing, negotiating, or assisting supervisors in matters regarding contracts. Serves on committees as assigned. Works cooperatively with other Maniilaq divisions on overlapping matters.Job Qualifications:
MINIMUM REQUIREMENTS
Bachelor's degree in a related field required or equivalent combination of education and experience. Five years direct experience managing contracts. Ability to communicate well verbally and in writing. Ability to use a computer or other office equipment. Ability to use computer software to maintain records.SKILLS, KNOWLEDGE AND ABILITIES
Ability to review a wide range of contracts/documents. Strong written, verbal and analytical skills. Highly motivated, detail-oriented, strong team contributor. Ability to work well with people, prioritize work, learn, and manage conflicting deadlines.PHYSICAL DEMANDS
Ability to consistently manipulate computer and office equipment. Must be able to lift, carry, push and pull at least 20 pounds. Must be able to work accurately and efficiently in a busy and sometimes stressful position.ENVIRONMENTAL CONDITIONS
