Overview The OTA (Other Transaction Authority) Program/Project Analyst provides programmatic and administrative support to one of our valued OTA program office customers and its associated Agreement Officer Representatives (AORs) in the planning, execution, and management of OTA projects. This role requires strong acquisition and contracting knowledge, exceptional attention to detail and work ethic, and the ability to collaborate across government and contractor teams to ensure timely, accurate, and compliant project execution.
NOTE:
We are hiring for mid-level and senior-level labor categories. Key Responsibilities Interface with government Agreement Officer Representatives (AORs) to support project priorities and execution needs Assist AORs in defining, refining, and scoping project requirements Draft, review, and update Statements of Work (SOWs) and related modifications Provide recommendations and quality review for selection memoranda, determinations and findings (D&Fs), bona fide need changes, acquisition strategies, and SBIR technical evaluations Support funding, award, and modification processes for OTA projects Collaborate with internal OTA team members to ensure timely and compliant project execution and awards Maintain OTA SharePoint sites, databases, and document repositories Update schedules, trackers, and reporting tools to ensure accurate project status visibility Participate in recurring status meetings and provide clear project updates Perform financial, contractual, and programmatic data analysis as required Required Qualifications Bachelor's degree in Acquisition, Contract Management, Business, or a related field Senior-Level Candidate - 10 or more years of experience in contracts, procurement, acquisition, or program management within a government or defense contracting environment Mid-Level Candidate - 4 or more years of experience in contracts, procurement, acquisition, or program management within a government or defense contracting environment Working knowledge of OTAs, FAR, and DFARS frameworks Experience supporting contract negotiations, subcontract management, or procurement activities for government agencies or major defense contractors Advanced proficiency with Microsoft Office Suite and collaboration platforms such as SharePoint Strong organizational skills, attention to detail, and ability to manage multiple priorities in a fast-paced environment Knowledge of acquisition lifecycle processes, earned value management (EVM), and proposal or program support activities Active Secret clearance or the ability to obtain one Preferred Qualifications Experience supporting U.S. Army or other Department of War programs, particularly within OTA environments Familiarity with enterprise resource planning or procurement systems such as SAP, Oracle, or Procure-to-Pay platforms Equal Employment Opportunity Offset Strategic Services, LLC is an Equal Opportunity Employer and is committed to providing equal employment opportunities to all qualified applicants and employees.
