Job Description
Contract Services Officers perform analytical duties related to contract administration. Incumbents prepare requests for proposals, requests for bids, requests for information, and requests for qualifications; review bids and proposals; negotiate, award, and prepare contracts; respond to bid protests; purchase commodities and services; confer with vendors; and advise project staff in the above duties. Duties may include, but are not limited to the following: 1. Reviews requisitions to ensure they are complete, accurate, and suitable in meeting the business needs of the Court. 2. Confers with department representatives on writing product specifications. Recommends alternate products, commodities, or methods when appropriate. 3. Prepares and writes requests for proposals, requests for bids, requests for quotes, and requests for information, contracts, reports, and correspondence. 4. Researches, compiles, and summarizes data and procurement-related information. 5. Confers with vendors regarding suitability, availability, cost, and delivery of materials and supplies. 6. Evaluates bids and proposals to ensure cost effectiveness, legality, and compliance with required specifications. 7. Prepares purchase orders, purchase requisitions, and awards bids. 8. Groups items to facilitate bids on larger quantities. 9. Investigates delayed or unsatisfactory product complaints and secures adjustments. 10. Conducts purchasing through a computerized purchasing system. 11. Assists program, project, or other departmental staff with development of requests for bids and proposals, evaluation of bids and proposals, and drafting and negotiation of contracts. 12. Assists departmental staff with contract interpretation and resolution of contract disputes and protests. 13. May directly or indirectly supervise clerical or technical staff. 14. Performs related duties as assigned. Contract Services Officer (Level I)
Either I Experience:
Two (2) years of full-time professional experience in purchasing commodities, acquiring contracted services, or writing service or construction contracts.
Or II Education:
Completion of an Associate's Degree or higher level of education from an accredited college or university in a course of study related to the knowledge, skills, and abilities for the classification, such as business administration, public administration, or a closely related field. -
And- Experience :
One (1) year of full-time professional experience in purchasing commodities, acquiring contracted services, or writing service or construction contracts.
Or III Education:
A Bachelor's degree or higher from an accredited college or university in a course of study related to the knowledge, skills, and abilities for the classification, such as business administration, public administration, or a closely related field. Contract Services Officer (Level II)
Either I Experience :
Two (2) years of experience in the class of Contract Services Officer (Level I) in the Sacramento Superior Court or comparable class in government service.
Or II Education :
A Bachelor's degree or higher from an accredited college or university in a course of study related to the knowledge, skills, and abilities for the classification, such as business administration, public administration, or a closely related field. -
And- Experience :
One (1) year of full-time professional experience in purchasing commodities, acquiring contracted services, or writing service or construction contracts.
Substitution:
Four (4) years of additional journey-level or higher experience may be substituted for the education requirement.
Knowledge of :
Basic purchasing principles and practices; laws of public contracting and purchasing; methods of purchasing by specification and competitive bidding; characteristics and types of materials, supplies, equipment and services suitable to meet the needs of a large government entity; trade names, brands and sources of supply; contract administration techniques; procedures and requirements for developing professional, personal, and service contracts; basic principles of insurance liability and safety rules and regulations; computer software, including word processing, database and spreadsheet programs; principles and practices of supervision, training and performance evaluation. Ability to : Analyze situations accurately and adopt an effective course of action; communicate clearly and concisely, orally and in writing; develop purchasing standards and specifications; establish and maintain effective working relationships with those contacted in the course of work; read, understand and interpret rules, regulations and laws as they apply to purchasing and contracting; resolve conflicts and maintain a professional attitude; perform math calculations and cost-benefit analysis; meet deadlines and prioritize work. Must be able to pass a criminal history background check.
