Up to 10% of the time Our NORAD Operations Group Selected by the Air Force Life Cycle Management Center's Strategic Warning and Surveillance Systems Division for Operations, Maintenance, and Sustainment (OM&S) of critical mission systems for the North American Aerospace Defense Command (NORAD) Cheyenne Mountain Complex (NCMC), we support the Integrated Tactical Warning/Attack Assessment (ITW/AA) and Space Support Contract II (NISSC II). Since 2020, through the (ITW/AA) and Space Support Contract II (NISSC II), has provided: Operations, maintenance, and Sustainment of current and legacy systems for the surveillance and cataloging of manmade objects in space. Mitigation of orbital conflicts. Threat warnings and control from airborne, land-based, and space-based systems for threat activities. Operations and maintenance of classified communications. Software development and integration.
NISSC II
supports the classified communications and processing for Command and Control (C2) capability and legacy space C2 systems located at: Cheyenne Mountain Space Force Station (CMSFS), Colorado Peterson Space Force Base (PSFB), Colorado Offutt Air Force Base, Nebraska Vandenberg Space Force Base, California Numerous sensor and forward operator sites around the world We are seeking a highly skilled Contracts/Subcontracts Manager to join our team supporting the Amentum NORAD Operations Division (ANOD) portfolio, which includes but is not limited to the
NISSC II
contract. In this role, you will oversee the full lifecycle management of contracts and subcontracts across the diverse ANOD portfolio, ensuring compliance with company policies, legal regulations, and customer requirements. As a pivotal member of the team, you will collaborate with project and program stakeholders, providing expert guidance on contractual matters while enabling the successful execution of both NISSC II and other critical ANOD programs. This role reports to the Business Manager and supports ANOD's mission, including NISSC II's delivery of classified communications and advanced IT services vital to NORAD operations.
Key responsibilities are as follows:
Manage all phases of contract and subcontract activities, including preparation, negotiation, performance monitoring, modification, risk assessment, and closure. Develop and negotiate standard and non-standard terms and conditions, perform risk mitigation analysis, and provide recommendations to maximize profit while minimizing risk. Coordinate with internal stakeholders (e.g., legal, compliance, procurement, finance, HR, program management) to ensure compliance with contractual terms and address concerns effectively. Support RFP/RFQ development and evaluate subcontractor proposals to align with technical, compliance, and pricing requirements. Negotiate and execute Non-Disclosure Agreements (NDAs), Teaming Agreements, Associate Contractor Agreements (ACAs), and various subcontract instruments. Draft, review, and issue contracts and subcontract correspondence to ensure clarity and compliance with obligations. Monitor and maintain compliance with
FAR/DFARS
regulations (or other relevant regulations) and company policies. Resolve disputes with subcontractors and suppliers, escalating issues as necessary to senior leadership or legal as required. Prepare reports, summaries, and presentations on contract/subcontract status and performance for program and/or customer leadership reviews. Identify risks and recommend mitigation measures throughout the project lifecycle, including proposal, performance, and closeout phases. Provide expertise in financial analyses, teaming arrangements, audit support, and claims preparation/negotiation as required. Support and lead process improvements for contract and subcontract management practices to achieve operational efficiency. This position is expected to pay $125,000-$140,000 annually; depending on experience, education, and any certifications that are directly related to the position. This position will be filled and work onsite at Colorado Springs, CO. Resumes, in month and year format, must be submitted with application in order to be considered for the position. Basic Requirements:
Bachelor's degree in Business, Law, Contract Management, or related field (or equivalent experience). 8+ years of experience in government contract/subcontract administration with demonstrated knowledge of federal acquisition regulations (FAR/DFARS) and pending regulatory changes. Strong experience with various contract types, including Fixed-Price-Incentive Firm (FPIF), Cost-Plus-Incentive Fee (CPIF), Cost-Plus-Fixed Fee (CPFF), Time and Materials (T&M), and Firm-Fixed Price (FFP). Proven ability to negotiate terms/conditions and manage contractual disputes with customers or vendors in a government/DoD setting. Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint); experience with ERP systems such as Deltek Costpoint is a plus. Exceptional time management, organizational, and multitasking skills in a fast-paced environment. Strong interpersonal, analytical, and problem-solving abilities with the confidence to advise and brief senior leadership on critical contractual matters.
Desired Requirements:
2+ years of leadership experience overseeing individual contributors or supporting corporate management in contract/subcontract administration. Certified Federal Contracts Manager (CFCM), Certified Professional Contracts Manager (CPCM), or similar certification. Familiarity with proposal development and responding to RFPs/RFQs. Experience with
DCAA/DCMA
audits, Requests for Equitable Adjustments (REA), and claims support. Understanding of accounting principles and their intersection with contracting activities. Compensation Details:
$125,000 to $145,000 The compensation range or hourly rate listed for this position is provided as a good-faith estimate of what the company intends to offer for this role at the time this posting was issued. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
