This is a demanding role with diverse types of contracts in a challenging, fast-paced environment. The Program Control Manager will lead, supervise, and train a team of cost analysts responsible for Earned Value Management System (EVMS) implementation and analysis, SOX compliance, funding analysis, program financial analysis, internal and external audits, and contract deliverables. The Manager is also responsible for providing functional oversight of the Cost Management department, including engagement, staffing, and employee development. Specific duties and responsibilities will include, but are not limited to the following: Provide direct supervision activities, including completion of performance goals and reviews, assigning work scope to employees, reviewing and approving timecards, and ensuring employees operate according to company policies and procedures. Develop employee skills and evaluate employee performance on assigned responsibilities, including: EVMS implementation and analysis; support and guidance to PMs and CAMs; analysis and preparation of cost and schedule reports; development, analysis and review of EACs; variance analysis research and reporting; and reconciliations to SAP. Support customer Integrated Baseline Reviews (IBR), Supplier Integrated Baseline Reviews (IBR), and Defense Contract Management Agency (DCMA) Joint Surveillance Reviews (JSR) audits Responsible for ensuring contract deliverables are completed and submitted on a timely manner (CFSR, CSDR, IPMR, CWBS) Focus team on achieving uncompromising quality in all products and services, accountability and team performance. Ensure team fully understands their roles and impact on financial results. Act as the primary interface with the program office, functional leadership, and external auditing agencies regarding EVMS related tasks/efforts, requirements, issues, analysis, and performance measures. Support proposal preparation, fact-finding and contract negotiations as needed to ensure cost management issues are represented. Act as primary point of contact with customer counterpart and maintain a positive working relationship to improve communication and stay on top of any potential cost issues. Perform in a fast paced, frequently changing, and demand driven environmentBasic Qualifications:
Bachelor's Degree from an accredited university and 7 years Finance/Business Management work experience or Master's Degree with 5 years Finance/Business Management work experience Experience in Earned Value Management Systems (EVMS) and financial analysis Working knowledge of EVMS Software (i.e. Cobra), SAP, Microsoft Office Suite and Accounting principles Experience developing and presenting business strategies, financial information, and risk assessments to leadership teams Your ability to transfer and maintain the final adjudicated U.S. government Secret clearance (must be in-scope or enrolled in Continuous Evaluation) and any program access(es) required for the position within a reasonable period of time, as determined by the Company.Preferred Qualifications:
Bachelor's degree in a Business Administration with minimum of 7 years of hands-on experience in cost and schedule management Master of Business Administration (MBA) degree from an accredited university Strong analytical skills Experience with SAP S4 Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR) and/or Integrated Program Management Data and Analysis Report (IPMDAR). $126,600.00 - $189,800.00 The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
