The preferred locations St. Petersburg, Clearwater, Odessa, all locations in the Florida Coastal Region. The exact location will be determined at the time of offer based on business needs. This position manages, inspects, and protects a designated portion of the approximate 33,000 miles of purchased easement and fee owned Transmission corridors to ensure customers, contractors, and developers are in compliance with the established AP guidelines. The position collaborates with and presents guidelines to stakeholders and customers and participates in the decision making of the release of transmission easements and selling of fee owned property. In performing the duties, this position must review technical engineering drawings and site plans to ensure that customers, contractors, and developers comply with Duke Energy's guidelines and recorded property rights documents. Engineering plan reviews require a general knowledge of engineering standards, construction standards and techniques, future transmission planning, OSHA rules, NESC rules, as well as other applicable rules. Duties also include the removal of existing encroachments and execution of relevant encroachment agreements. The job requires legal involvement in which the position must be able to maintain detailed documentation, read and interpret legal documents, give depositions, and testify in a court of law. Depending upon the desired qualifications of the successful applicant, the hiring manager may elect to fill this position at a higher level within the job hierarchy
Responsibilities:
Resolves existing encroachments & Helicopter Reports of encroachments. This involves negotiating with customers, reviewing, and effectively communicating to customers Duke's legal rights while pursuing an appropriate course of action. In some cases, will involve court action and testifying and will require an empathic approach. Collaborate with observer during Helicopter flight. Reviews and approves technical engineering drawings (site plans, grading, utilities, landscaping, etc.) to ensure compliance to Duke Energy's transmission guidelines. This includes evaluating grade changes to protect and ensure the National Electric Safety Code issues, OSHA minimum approach distances, and Duke Energy minimum clearance standards are not violated. Meets with developers, architects, engineers, corporate executives, governmental leaders, and lawyers to prevent and resolve encroachment issues created during the plan reviews above. Prepares professional letters to property owners outlining plan review findings. Document - detailed conversations, site visits, emails, etc., to support potential review by management or legal team for court action. With Management oversight, this involves negotiating with customers, reviewing, and effectively communicating Duke's legal rights to customers while pursuing and recommending an appropriate course of action. In some cases, this will involve court action and testifying. Meets with developers, architects, engineers, corporate executives, governmental leaders, and lawyers to resolve encroachment issues that are not resolved at the employee level. Train, onboard and mentor new employees Responds to customers and community concerns associated with our AP Programs Identifies and assigns opportunities for Asset Protection team members to meet with influential leaders to develop a relationship that enhances our ability to prevent encroachments. Evaluates, recommends, and attends conferences of Professional Land Surveyors, Home Builders, Professional Engineers and Grading Contractors Associations, etc. that are most effective for Asset Protection to attend each year. Works with government agencies, including DOT and Environmental to ensure compliance with appropriate state and federal regulations and proactive communications of area vegetation management plans and procedures to community stakeholders. This includes meeting with City/County Planning Boards, Architectural & Engineering Firms, major developers of commercial and residential developments and others who have the ability to encroach on transmission easements. Assists with activities for escalated projects across the enterprise. Monitor the performance of contract resources to assure safe work practices, asset protection procedures/standards adherence, and productivity consistent with Duke Energy Expectations Assist the Lead AP Program Manager as needed for effective coordination and participation during emergency storm operations. Works with minimal supervision on complex issues Applying advanced knowledge and problem-solving skills to wide-ranging issues Integrates industry knowledge related to data into everyday business practices and decision making. Manages expenditures within region and area of responsibility to ensure that budget target and forecast changes are met. Implement adjustments within region and area of responsibility to complete necessary work while meeting budget forecasts, including forecast changes. Participates in and may be required to testify in court issues (meetings with property owner council, depositions, and trial) Provide and assist in the collection of legal documentation in preparation for any Asset Protection legal action to give depositions or testify in court concerning unresolved encroachment issues. Coordinates the accumulation of supporting evidence, documenting the case from the beginning to support legal action.
