Job Description
State of Massachusetts Contract Specialist II Westborough, MA Apply The Department of Mental Health (DMH) is seeking a dynamic, self-motivated, and experienced individual to fill the role of Contract Specialist. This position is responsible for coordinating and processing contract payment activities for the DMH Management and Budget Purchase of Service (POS) Department. Assist in the preparation and analysis of expense reporting; budgetary and financial analysis; and other duties as required. _Duties and Responsibilities (these are a general summary and not all inclusive):_
- Processes all payment and disbursement aspects of a contract portfolio related to multiple programs and providers within the Department. Utilizes Electronic Invoicing Management (EIM), MOSAIC and CIW to monitor and report contract activities.
- Serve as a POS accounts payable liaison with respective managers throughout the Department. Provides assistance in the development of the POS spending plans for the various Areas within the Department.
- Performs auditing, processing and recording of monthly expenditure documentation through both the
EIM & MOSAIC
systems to be in compliance with contract terms, conditions and performance measures.- Assist in the preparation, analysis and distribution of monthly expenditure status reports to senior management of the Bureau and the Areas.
- Provide POS Accounts Payable and other related training to both DMH staff and provider community.
- Assists in the development of policies and procedures.
- Other duties as required _
Required Qualifications:
_- Proven capability to exercise sound judgment with the ability to oversee highly sensitive and confidential information; prioritize and adjust work assignments to meet changing situations, emergencies, demands and changing program requirements.
- Capacity to comprehend, explain and apply the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned activities.
- Aptitude to interrupt documents such as contracts and leases, analyze, determine and draw conclusions on the applicability of data and provide appropriate recommendations by written reports and presentations.
- Experience gathering information by examining records, documents, and questioning individuals.
- Solid verbal and written communication skills, with proficiency establishing and maintaining harmonious working relationships with others along with the ability to draft concise, detailed reports, charts graphs and provide support to staff.
- Critical thinking skills, using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
- Proficient usage of Microsoft Office products including Excel, PowerPoint, Word, and Outlook _
Preferred Qualifications:
_- Given the population served, bilingual proficiency.

Minimum Entrance Requirements:
Applicants must have at least (A) two years of full-time, or equivalent part-time, professional or technical experience in business administration, management, or public administration, the major duties of which included contract management or contract administration, or (B) any equivalent combination of the required experience and the substitutions below.Substitutions:
I. A Bachelor's degree with a major in business administration, management, public administration or law may be substituted for a maximum of one year of the required experience.- II. A Graduate degree with a major in business administration, management, public administration or law may be substituted for the required experience.
- Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

None Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines.
