Job Description:
Federal Growth & GSA Manager Position Summary Sparks Group is seeking a Federal Growth & GSA Manager to support and manage our newly awarded GSA Multiple Award Schedule (MAS) Contract, encompassing 95 labor categories across five NAICS codes within the Office/Clerical, Finance & Accounting, IT, and Creative sectors. This role will focus on supporting federal revenue growth through opportunity identification, proposal coordination, eBuy activity, and federal contract administration. The ideal candidate will possess experience within federal contracting environments and demonstrate the ability to support both MAS compliance and federal business development initiatives. Core Qualifications & Experience Federal Contracting & GSA Support Experience supporting federal contracts and/or GSA MAS Schedule environments preferred Familiarity with federal procurement platforms including eBuy, SAM.gov, GSA Advantage! and eOffer/eMod General understanding of FAR, federal proposal processes, and government contracting requirements Experience supporting contract maintenance, reporting, proposal submissions, and compliance activities Ability to manage multiple deadlines and maintain organized contract documentation Federal Business Development & Proposal Support Experience identifying and monitoring federal opportunities through eBuy and SAM.gov Ability to support proposal responses, task order coordination, and opportunity tracking Strong organizational, writing, and communication skills Familiarity with labor category alignment and staffing-based federal contracts preferred Experience supporting team relationships, subcontracting opportunities, or federal partnerships preferred Sector Experience Familiarity with at least two of the following sectors preferred: Administrative / Clerical Finance & Accounting Information Technology Creative / Marketing Services Key Responsibilities Support day-to-day administration of Sparks' GSA MAS contract Maintain compliance with MAS reporting and contract requirements Coordinate contract modifications, updates, and related documentation Support monthly sales reporting and related compliance activities Monitor eBuy and SAM.gov for relevant federal opportunities Coordinate proposal submissions and task order responses Support internal processes related to labor category compliance and candidate qualification alignment Assist in development of federal growth strategies and pipeline activity Coordinate with recruiting, operations, accounting, and leadership teams to support federal opportunities and contract utilization Key Performance Indicators (KPIs) Increase utilization of Sparks' MAS contract within the first 6-12 months Build and maintain a qualified pipeline of federal opportunities Support development of an active federal revenue stream through the MAS contract vehicle Maintain strong contract compliance and operational readiness Preferred Qualifications 3-5 years of experience within federal contracting, proposal coordination, government staffing, or related environments preferred Experience supporting staffing, professional services, or IT federal contracts preferred Strong communication, organizational, and project management skills Ability to work independently in a fast-paced environment Equal Opportunity Statement We are committed to diversity and inclusivity in our hiring practices.
